About this file

This is Addendum 1 to RFP 26-003 issued by the City of Springfield, Georgia for residential solid waste collection and disposal services. The addendum clarifies key service parameters and addresses bidder questions submitted prior to the August 31, 2026 deadline. The scope involves once-per-week curbside pickup of household trash for approximately 1,200 customers using brand-new contractor-owned containers, with optional side-door or back-door service available for qualifying senior citizens. The City currently receives collection services on Mondays using automated side-loader trucks. Additional services include weekly pickup of two cardboard dumpsters and three solid waste dumpsters for City facilities and public use. The original bid due date of September 7, 2026 (Labor Day) has been moved to Tuesday, September 8, 2026 at 10:00 a.m. The contract term is structured as three base years plus two optional two-year renewal periods, with the new contract commencing April 1, 2027, following expiration of the current agreement on March 31, 2027.

The current monthly rates are $14.00 for the first cart and $7.92 for each additional cart. Bidders must submit detailed monthly rate proposals on the provided Costs Table Form, including any proposed annual escalation clauses tied to the Consumer Price Index or other inflation adjustments. The City does not mandate that the incumbent provider submit a new bid; however, if renewed, new carts will not be required. Recycling services, bulk waste collection, and yard waste services are excluded from this RFP, though vendors may propose these as optional added services listed separately from base pricing. Special wastes—including garden debris exceeding collection limits, construction debris, oversized waste, propane tanks, and materials requiring special handling—are currently billed directly to customers by the vendor upon request and remain outside the base contract scope. The City currently provides no-cost dumpster service at five City facilities and supplies cardboard dumpsters and trashcans for public events.

COSTS TABLE FORM

RFP 26-003 RESIDENTIAL SOLID WASTE COLLECTION AND DISPOSAL

Questions Asked and Answered 8/13/2026

1. Can you please confirm the due date of September 7th, with that being Labor Day.

o The bid due date will be moved to Tuesday September 8th 2026 at 10am as our office will be closed on Monday September 7th.

2. What is the current monthly per cart rate from your current provider?

o $14 first cart o $7.92 additional cart(s)

3. What are the current days of collection in Springfield? If the current provider services Springfield in a single day, do they utilize more than one truck?

o All trash is collected on Monday – I am unsure how many trucks are utilized. Information has been requested from the current vendor.

4. Does the current service provider use automated side loader trucks (ASL) which is a one-person truck, or do they use rear loaders with multiple people on the truck? Does the city have a preference?

o Side loaded – no preference.

5. How many back door/side door accounts are serviced weekly for senior citizens?

o Information has been requested from the current vendor.

6. Section 2.2 A states all containers provided should be brand new. Does the current provider have to also provide all new carts in their bid to replace the current used ones on the street?

o The current provider wouldn’t necessarily need to bid, unless they chose to – we could elect to renew our current contract. In the event we renew our current contract, new carts will not be required.

7. Section B states monthly data is needed on solid waste and recycled materials. Is recycling part of the scope of services of this RFP? We do not see any mention of recycling services.

o Just solid waste. No recycling, bulk, or yard waste services are being requested; however, pricing may be provided if this is something you think council should consider. These should be listed as optional added services and not included in residential solid waste pricing.

8. Section B states 1200 customers serviced once per week. Is the service just for household trash inside the cart at curbside or are there any other services such as bulk waste, yard debris or recycling?

o Just household trash. Some office/retail buildings do utilize residential trash carts but any needs for commercial dumpsters are not handled through City sanitation service.

9. Once a vendor is awarded the contract, does the City have its own contract that will be reviewed and signed or does the awarded vendor provide a contract for review?

o The City has a contract that can be updated and provided or can review a contract provided by the vendor.

10. Will there be an annual escalation clause in accordance with something like the consumer price index or some other inflation clause?

o The proposed base fees should be listed on Attachment II. Any proposed escalations or adjustments should be detailed in the blank space below.

11. We assume that IF the city selects a new provider that this new term will start April 1, 2027. Is that correct?

o Yes.

12. Are there any specific improvement or enhancements the City desires in their services from what they are receiving currently?

No, however, we are currently receiving the following:

o Dumpsters for City Facilities Currently Provided at no cost to the City City Hall/Police Department

• Plus two residential carts.

WWTP (excluding sludge) Public Work Mars Theatre Second Street Parking Lot – 2 Cardboard Only Dumpsters for Public Fall Festival Weekend - November
