About this file

This document is a Bidder Questions and Answers document for Request for Proposal (RFP) No. 250000001038 issued by the State of Michigan Procurement, Department of Technology, Management, and Budget, covering Statewide Imaging and Microfilm Services and Digital Microfilm Scanner Full-Service Maintenance. The RFP seeks a vendor to provide comprehensive imaging and microfilm services, with 19 specific questions and answers addressing various technical and operational details. Key clarifications include acceptable media storage containers, data transmission methods, processing locations, and imaging output requirements. The estimated annual usage figures are based on fiscal year 2024 (FY24) projections.

The state indicates a preference for a single provider but will consider partial awards if all services can be covered. Pricing discussions reveal flexibility in billing methods, with the state open to alternative pricing models for services like data entry. Important stipulations include that all work must be performed within Michigan, with rare exceptions for specialty services. The state will control post office boxes and require limited vendor employee access. Delivery media is shifting from CD-R/DVD to USB drives, and turnaround times vary, with 16 out of 216 active projects requiring less than two-day processing. The contract aims to establish standardized processes for document scanning, microfilming, and digital image capture, with specific technical standards to be detailed in individual project authorizing documents.
