About this file

This is a Selection Committee Evaluation and Ranking document from the Canaveral Port Authority (CPA) regarding RFP-25-13 for Life Safety Inspections, Maintenance & Monitoring Services. The RFP solicits a qualified contractor licensed in Florida as a Fire Protection Systems Contractor II and Alarm System Contractor I to provide comprehensive inspection, testing, maintenance, repair, and monitoring of fire sprinkler systems, fire alarm systems, and intrusion detection systems across approximately 20 CPA facilities, including cruise terminals, parking garages, fire stations, and administrative buildings. Sealed proposals were due September 3, 2025, at 2:00 PM EDT, and the Selection Committee met on September 9, 2025, at 2:00 PM to evaluate and rank proposals. The contract will commence October 1, 2025, for a base period of three years with potential extensions for two additional one-year periods. The selected contractor must be capable of self-performing all work and responding to trouble calls within 60 minutes.

The selection process allocated 100 total evaluation points distributed across methodology (25 points), experience and qualifications (45 points), and pricing (30 points). The Selection Committee ranked DynaFire of Melbourne, Florida in first place and Summit Fire & Safety of Sanford, Florida in second place. This ranking was presented to the CPA Board of Commissioners for approval at their regularly scheduled meeting on September 24, 2025. The CPA anticipated selecting only one firm and reserved the right to reject all proposals or accept the proposal that best served their needs. The contractor must maintain specific insurance requirements including $1 million/$2 million commercial general liability, $300,000 commercial automobile liability, state and federal workers' compensation, and $1 million umbrella liability. The RFP did not indicate any set-aside designations for disadvantaged enterprises.
