About this file
This document is Addendum No. 3 for RFP-25-059-FH for Concession Services issued by the City of Altamonte Springs, Florida. The request for proposals seeks a vendor to provide concession services at three specific locations: Eastmonte Park, Merrill Park, and Westmonte Recreation Center during designated recreational seasons and scheduled events. The contract is initially proposed for one year with options to extend for four additional one-year terms, not exceeding a total of five years, contingent upon mutual agreement between the City and the vendor. Vendors may submit proposals for one, multiple, or all locations.
The financial terms include calculating the City's percentage based on gross sales, with the vendor responsible for obtaining all necessary inspections, licenses, and permits. The vendor will have menu control but must receive City approval for proposed offerings. Menu restrictions include prohibitions on frying and outdoor grilling, with alternative cooking options to be discussed. The anticipated attendance varies by location, with Merrill Park expecting 230-300 participants and families during practice days, and Eastmonte Park anticipating 500 participants and families during Monday through Friday practice days. Additional details such as equipment ownership (vendor-purchased equipment can be taken when the contract ends) and safety/storage provisions (vendors must provide their own safes) are also outlined in the addendum.

The Solicitation is hereby changed accordingly:
QUESTIONS RECEIVED:
Q1: Being awarded the subject contract could affect booking a vendor directly for other events like camps during the Spring, Summer, or Winter seasons?
A1: The resulting contract from the subject solicitation will be for only concession services at Eastmonte Park, Merrill Park, and Westmonte Recreation Center during designated recreational seasons and scheduled events. Vendors may submit a proposal for one, multiple, or all locations.
Q2: Insurance is not a problem as we carry heavy limits for our company since we work with so many schools, sports organizations, etc. I am food safety certified already. Are both concession stands licensed and permitted or would I be responsible for getting the inspections, permits, etc?
A2: Vendor would be responsible for getting all inspections, licenses, and permits required for operations.
Q3: I assume that any equipment I may need to purchase would go with me when the contract ends. Would that be correct?
A3: Yes, that is correct.
Q4: Do you know if there are safes onsite or would I need to provide those.
A4: The City does not have a safe and vendors will need to provide their own.
Q5: If I were to be awarded the contract for one or both concession stands, would I also be able to bring additional trucks to each location whenever I wanted and/or when they were available? I have several trucks and I typically keep them pretty booked, but I would like to be able to bring them along when we have availability. If I am awarded the contract, I want it to be as profitable as possible so it would be a win/win for all of us.
A5: This will be determined with the successful proposer(s) at a later time. Please note that space is very limited, and during seasonal games, parking is extremely limited at both parks
Q6: Is the% back to the City on gross sales, net sales or on actual profit?
A6: Gross Sales.
Q7: Would I have full control of the menu offerings and pricing? If not, would menu changes and/or new or seasonal menu offerings need to be approved by the City prior to implementing them A7: Vendor will have control of the menu offerings. However, the City, or designee must review and approve proposed menu offerings prior to implementing them.
Q8: Kids love chicken nuggets/tenders and french fries. If there were a lot of requests for those particular menu items, would I be allowed to put in a tabletop convection oven or air fryer or a regular grease filled restaurant style fryer? Since grilling isn't allowed, would I be able to use an electric flat top grill so we could offer hamburgers/cheeseburgers?
A8: Please be advised that frying and outdoor grilling are prohibited. Alternate options may be reviewed with the successful proposer(s).
Q9: Question about this clause in the contract - It states "It is the intent of the City that the term of the contract resulting from this Solicitation will be for an initial period of one (1) year, with the option to extend the contract for four (4) additional one (1) year terms, not to exceed a total of five (5) years, upon mutual agreement of the parties." If at the end of the five year term of the contract and we are both happy with the results, would we have the option to renew for another contract or is 5 years the maximum?
A9: Currently, it is the intent of the City that the term of the contract resulting from this Solicitation will be for an initial period of one (1) year, with the option to extend the contract for four (4) additional one (1) year terms, not to exceed a total of five (5) years, upon mutual agreement of the parties.
Q10: I have a question about the amount of attendees to be expected at each practice/game?
A10: Merrill Park: Monday – Thursday practice days we can anticipate 230 – 300 participants and families at the park.
Eastmonte Park: Monday – Friday practice days we can anticipate 500 participants and families at the park.
