About this file
This is a Vendor Conflicts of Interest Attestation document for RFP 25-03 issued by the Florida Department of Citrus (FDOC) for Low-Code Application Development Services. The attestation requires authorized vendor representatives to confirm under oath that they have disclosed all officers, directors, employees, and agents who are current FDOC employees; all employees who own directly or indirectly five percent (5%) or more interest in the respondent or its affiliates; and that vendor personnel will not create conflicts of interest that would adversely impact contract performance. The RFP solicits a qualified vendor to design and develop a replacement for FDOC's legacy revenue system using Microsoft Power Platform and Azure Synapse to manage the complete revenue lifecycle including licensing, sales reporting, assessment calculations, billing, and financial reporting. The project requires delivery through structured Agile methodology across eight two-week sprints within a sixteen-week initial development phase, followed by one year of operational support with three additional one-year renewal options. Critical deployment milestones include August 1, 2026, for public-facing portal readiness, November 1, 2026, for revenue collection functionality, and January 12, 2027, for full Florida PALM integration. Proposals are due April 21, 2026, at 1:00 PM ET at the FDOC office in Bartow, Florida, with questions required by March 20, 2026, at 5:00 PM ET and an anticipated Intent to Award on or about May 12, 2026. The contract term runs from May 20, 2026, through June 30, 2027.
The initial development budget is $200,000 for solution design, configuration, development, testing, and deployment, with an additional $50,000 for creating a Data Warehouse in Azure Synapse and integrating twelve outbound interfaces from Florida PALM. Evaluation criteria allocate 200 points for cost, 600 points for technical proposal covering architecture design, Agile delivery approach, development lifecycle and quality assurance, security and compliance strategy, and organizational capability, and 200 points for past performance based on reference evaluations. The RFP allocates five points as an incentive for small business participation but does not establish set-asides for disadvantaged or minority-owned enterprises. Vendors must be registered with MyFloridaMarketPlace and comply with Florida statutory requirements including E-Verify employment verification, nondiscrimination laws, public entity crime certifications, drug-free workplace attestations, and prohibitions on coercion for labor or services. No incumbent vendor information is specified in the solicitation materials.
