About this file
This attachment outlines evaluation criteria and scoring methodology for the Florida Department of Citrus (FDOC) RFP 25-03 for Low-Code Application Development Services. The RFP seeks a qualified vendor to design and develop a replacement for FDOC's current revenue system. Proposers will be evaluated across multiple criteria categories with specific point allocations: Technical Approach and Capabilities (35 points), Experience and References (25 points), Project Management and Staffing (20 points), Cost Proposal (15 points), and Small Business Participation (5 points), for a total of 100 possible points. The evaluation process involves review by a designated evaluation committee that will score each proposal according to the detailed criteria and weighting structure provided. Award will be made to the highest-scoring responsive and responsible proposer. The contract term and specific dates are contained in the primary RFP 25-03 document and Statement of Work.
The evaluation framework emphasizes technical capability and relevant experience, with cost being a secondary consideration at 15 percent of the total score. Small business participation is incentivized through a 5-point allocation. The evaluation process utilizes a standardized scoring rubric to ensure consistency and objectivity across all submitted proposals. Additional details regarding pricing terms, contract duration, renewal options, incumbent information, and funding sources are detailed in the main RFP 25-03 document and accompanying Statement of Work.
