II. QUESTIONS AND ANSWERS (Q&A)
The City has received the following question(s) concerning the solicitation:
Q1. Based on clarification provided on 04/21/2025, are you going to provide revised bid form which includes items related to remediation excavation area only?
A1. Yes.
Q2. Section 00410 - Proposal bid form C.5 states – “Substantially complete the work within 180 calendar days of the date of the Notice to Proceed”. While Section 00520 – Agreement Form C states – “substantially complete the work within 90 calendar days”. Can you please clarify?
A2. Substantial completion will be required within 90 calendar days of the NTP
Q3. Bid Item #1 – General Conditions – There is no details under measurement and payment describing what is covered under this line item. Can you please provide details to understand what tasks/pay items are covered under this bid item?
A3. General conditions are those listed in the contract for things such as Davis Bacon, Certifications, etc. This would be contract-related work, not listed in the other sections, and is usually lump sum.
Q4. Section 01270 Measurement and Payment Item #2.08 – Contaminated subsoil excavation includes excavation and disposal of approximately 1,200 CY of contaminated soil. This item also includes placement, compaction, and testing of suitable fill material. The same section item #2.09 Earthwork and item #2.10 mailto:purchasing@sanfordfl.gov

A4. The documents have been updated to remove the conflicting sections.

A5. Yes. Documents updated to clarify and remove conflicting sections.

– Proposed Source Removal in Appendix E SCS Engineers draft report? If yes, who will be responsible for confirmation sampling and analysis?
A6. Yes, the bidder will be responsible.
Q7. Is groundwater contaminated? If yes, can you please provide analytical?
A7. No
Q8. Bid Item #13 – Post Active Remediation Monitoring and Testing – what kind and how long post active remediation monitoring and testing do you want contractor to perform? Can you please provide details?
A8. Only the monitoring/testing required to demonstrate the removal of contaminated soils acheives FDEP clean-up criteria. If for any reason this is not attainable within six months, then the City would enter into restrictive covenants with FDEP over ground water removals.
Q9. Seeding and sodding are listed as N/A on page 267 of the RFP. Is it safe to assume that line item will be removed from the bid form in the revised documents?
A9. Seeding & Mulching of the backfill will be required. Sodding is N/A
Q10. Can trees and vegetation to be removed/cleared in order to excavate the contaminated soils be cut down and stacked onsite for the site contractor to remove along with the remaining trees to be removed for the larger construction project following the remediation work?
A10. Yes. Removal of trees and vegetation to provide safe access to the cleanup area from Fulon Street is anticipated.
Q11. Once either the 90-day or 180-day substantial completion date is clarified, can you please detail what is included in that period of time, particularly if finalization and approval of the Analysis of Brownfields Cleanup Alternatives draft report and the post active remediation monitoring and testing are included?
A11. Substantial completion in 90-day window would be considered achieved once the materials have been removed and the area filled, stabilized and approved so that the construction of the proposed development may proceed. Additional reporting, post active monitoring and testing does not have to occur within the 90 days.
Q12. Is it safe to assume the demolition scope of work on page 02220-1 will be revised in the new documents?

The closest thing (and its not close) is a utilities license, which is not what we do or what this scope is requiring. All of our past remediation work in FL has not been a licensable trade, and a GC license was not required. Based on this information, we understand that the work to be performed under this scope is not a licensable trade in FL. Can you confirm and if you agree, can the FL GC license requirement be removed from the RFP?
