About this file

This document is a Questions and Answers record for RFP 2300000003193 issued by the State of Michigan's Department of Procurement regarding cutsheet printers with MICR and standard toner capabilities for the Print and Mail Management (PMM) program. The solicitation addresses printer hardware specifications and requirements, with bidders submitting questions by September 27, 2023, and answers published on September 29, 2023. The State denied two separate requests for bid submission deadline extensions, citing tight timeline constraints. Key technical questions addressed specifications including file format compatibility, stacker capacity requirements, and clarifications on whether bidders must support all listed formats (VIPP, PCL, PS, AFP) or only demonstrate capability with one format. The State clarified that printers must be capable of receiving and printing at least one of the specified formats, with bidders identifying which formats their equipment supports.

The document provides no information regarding pricing terms, set-asides, incumbent vendors, funding sources, or contract renewal options. The responses indicate the State's technical requirements prioritize continuous printer operation capability during document unloading and clarified that oscillating stackers with sequential unloading capability during operation are acceptable. No crosswalk comparison was provided between the previous solicitation (232233) and the current solicitation (233193) regarding Schedule A changes.

Schedule A, Section 1.2. Hardware, Subsection A.4. Data File Types
22
In the specifications for the bid, it requests that the printer is capable of doing multiple file formats. VIPP, PCL, PS AFP etc. Are you asking if the printer can actually print all of those formats or are you requesting adding all of the licenses/cost so that every single format can be printed if the bid has been one included in the bidder price?
The printer must be able to receive and print one of the formats listed on the bid. Bidder should be able to list what file forms can be received and printed by the device being bid.
5
Schedule A, Section 1.2. Hardware, Subsection A.10. Stacker
Concerning the stacker requirements in the bid for oscillating stackers. My one stacker prints 3000 sheets at a time. Out putting the first 3000 sheets so that the operator can unload while the printer is running. Then continues to print another 3000 sheets. The total capacity of the stacker 6000 sheets, but it is considered a continuous stacker. Does this satisfy bid requirements?
This is acceptable as long as the printer can run continuously while unloading documents.
