About this file
This document is a Questions and Answers response from the Michigan Department of Health and Human Services (MDHHS) regarding RFP 230000002224 for the Respite Foster Care Program. The RFP solicits vendors to provide six primary services: recruitment of respite families, support groups and activities, licensure of respite homes, completion of assessments for licensed homes, facilitation of respite placements, and in-home support services. The program is designed to serve foster homes, adoptive homes, and relative caregivers with placements in the specified region. Respite providers must pass background checks and receive training on caring for children in foster care, with additional training required for those assisting with children with intensive medical or mental health needs. In-home support services are available to all caregivers in the region who meet qualification criteria, not exclusively to respite providers during respite periods.
The state clarified that there are no retainer payments for keeping respite beds open and no licensing bonuses currently being pursued. Vendors with existing Community Mental Health Service Program (CMHSP) contracts remain eligible to respond and can maintain separate CMHSP contracts; the RFP award does not modify existing CMHSP agreements. The MDHHS Program Office will facilitate connections with local CMHSPs to coordinate respite services. Regarding billing and reporting, monthly reporting costs should be incorporated into unit rate calculations, with specific reporting requirements assigned to corresponding service codes. Recruitment activities include converting currently licensed foster homes to respite-only status and transferring licenses from other agencies. Monthly phone calls with respite providers and quarterly home visits are billable under respite placement facilitation services, while attendance at meetings with PAFCs, MDHHS county offices, and focus groups falls under recruitment activities.

| BIDDER QUESTIONS & ANSWERS |
| RFP 230000002224 |
MDHHS Respite Foster Care Program
| Q # | Document and Section | Page # | Bidder Question | State's Response |
| 1 | N/A | N/A | Is there a ‘retainer’ payment to foster parents to keep the bed open? | No, there is no retainer payment to respite foster homes for keeping a bed open. |
| 2 | N/A | N/A | Is there a ‘licensing bonus’ that could be given to homes getting licensed for respite? | No, this is not currently being persued. |
| 3 | N/A | N/A | What should occur if there is a current contract in place with CMH for respites? Will they be modified? Should we be reaching out to them to them? What if we did not already have one in place and then were awarded this contract for child welfare respites, would we need to also have a CMH contract? | Vendors that have an existing contract in place with a Community Mental Health Service Program (CMHSP) are eligible to respond to the RFP, and vendors who are awarded a contract through this RFP can still separately contract with a CMHSP for respite services. The awarding of a contract via this RFP does not modify existing CMHSP contracts. Vendors who do not have a contract with a CMHSP in place are still eligible to respond to this RFP. The MDHHS Program Office will assist contractors in making connections with the local CMHSP(s) in their communities to support coordination of respite services as applicable. |
| 4 | N/A | N/A | Do the respite providers need to have additional training hours in order to provide CMH respites, and/or Child Welfare respites with this new contract? For example, our agency has a current contract with CMH to provide Crisis and Planned Respite, and those homes need to be fully licensed and have all required trainings for licensure, but then also have to have Recipient Rights, Cultural Competence, Limited English Proficiency, and Culture of Gentleness through CMH resources in order to provide CMH respites. | If a vendor has a contract with a CMHSP to deliver respite services, the vendor must also meet the requirements established by the CMHSP for the provision of respite services. The MDHHS Program Office will assist contractors in making connections with the local CMHSP(s) in their communities to support coordination of respite services as applicable. |
| 5 | Statement of Work Contract Activities - 1.2 F. Service #6 of 6: In-home Support | 29 | What qualifications do the in-home support staff members need to have? | The in-home support members should be able to pass a background check to care for children and be trained on caring for children in foster care. Additional training may be needed if the in-home support person is assisting with care of a child with intensive medical or mental health needs. |
| 6 | Statement of Work Contract Activities - 1.2 F. Service #6 of 6: In-home Support | 29 | Is in-home support supposed to be provided to ALL foster homes, adoptive homes, relative homes, with placements in the region or is it just for respite providers when they are providing a respite? | The in-home support is intended to assist foster homes and relative caregivers with a placement that qualifies for in-home support. This would be open to all caregivers meeting this quailification in the region. |
| 7 | Statement of Work Contract Activities - 1.2. A. Service #1 of 6: Recruitment of Respite Families | 23 | If we work with a family who is a currently licensed foster home and they convert to being a Respite Only provider, would this be billed as recruitment time (1)? | Yes, this would be billed under Service 1 of 6: Recruitment of Respite Families. |
| 8 | Statement of Work Contract Activities - 1.2. A. Service #1 of 6: Recruitment of Respite Families | 23 | Similarly, if a home is licensed with another agency and transfers their license to be a Respite Provider with the contract holder, would this be billed as recruiment time (1)? | Yes, this would be billed under Service 1 of 6: Recruitment of Respite Families. |
| 9 | Statement of Work Contract Activities 2.11 Reporting | 38 | There is a significant amount of monthly reporting required - is the time it takes to complete these reports able to be billed. On the Webinar it was stated that it could be under 4, but the description of this billing code is for completed assessments (for additional requirements for licensed homes). Our question is about the spreadsheets that must be maintained and submitted monthly - is that time billable and if so do we use #4 or is there a separate code? | Monthly reporting for the contract should be taken into account when determining unit rates for each service. |
1) Report A: Progress report detailsing recruitment goals should be billed under Service 1 of 6.
2) Report B: Progress report towards licensure should be billed under Service 3 of 6.
3) Report C: respite program capacity and utilization report should be billed under Service 5 of 6.
4) Report D: assisted care report outligning in-home services should be billed under Service 6 of 6.
5) Report E: list of support groups or group activities should be billed under Service 2 of 6.
| 10 | Statement of Work Contract Activities - 1.2. A. Service #1 of 6: Recruitment of Respite Families | 24 | What would billing for hosting the bi-annual focus groups, quarterly meeting with DHHS/PAFCs, attending monthly meetings with CSA, etc. be put under? | Attending meetings with the PAFC's and MDHHS county offices and focus groups are included in service 1 of 6: Recruitment of Respite Families, requirement c. Meeting with CSA program office is not currently included in the RFP language but is added in the contract under service 1 of 6 under e. |
| 11 | Statement of Work Contract Activities - 1.2. A. Service #1 of 6: Recruitment of Respite Families | 24 | What would billing for monthly phone calls with respite providers and quarterly home visits be put under? | These requirements would be billed under Service 5 of 6: Facilitate respite placements into respite foster homes. |
