RFP 22-028 – Addendum #2

SALEM AREA MASS TRANSIT DISTRICT

REQUEST FOR PROPOSALS

RFP 22-028

LOW-NO DEL WEBB CHARGING INFRASTRUCTURE

CONSTRUCTION

ADDENDUM #2

Salem Area Mass Transit District is providing information and making changes / additions / modifications / revisions as an Addendum to RFP 22-028.

The following changes, clarifications and SAMTD responses to questions posed to date are hereby provided to all proposers:

1. Question: Please provide the specifications & instructions to install of the ChargePoint Charging Station and Power Block. This information will be very helpful for value engineering of the project.

Response: Attached to this Addendum #2 please find Exhibit D – ChargePoint Data Sheet, Exhibit E – ChargePoint Installation Guide, and Exhibit F – ChargePoint Site Design Guide.

2. Question: Is the charging equipment already purchased? In other words, is this bid for construction only? Or will the contractor be responsible for furnishing the charging stations as well?

Response: The charging equipment has already been placed on order under a separate procurement. The current solicitation identifies the scope of services to be performed in Part 2 of the solicitation instructions for the installation and construction services.

3. Question: Does the submittal of the proposal have to be by sealed envelope and electronic, both?

Response: No, it can be either form. We will accept PDF, or Word format; however, if you deliver hard copies of your proposal, also submit a thumb drive with all electronic files available.

4. Question: The Solicitation requests a 2 year audited financial statement; will you accept a compiled CPA statement?

Response: Yes, we will accept a compiled CPA statement; we will not accept a stand-alone tax return. We’re looking for financial ability for the successful proposer to be able to complete performance of a resulting contract.

5. Question: The Statement of Work indicates 12 charging stations, and then sub out to power block 7; are you forecasting installation of more transformers?

Response: No. The current chargers can handle approx. up to 30 buses, in varying states of charging. We are also looking into supplemental software to support future efforts and needs.

6. Question: Can we get a copy of the spec sheet for the ChargePoint chargers?

Response: Yes, please see Exhibit D to this Addendum.

7. Question: Is it OK to use cones and construction tape around the excavation area for safety purposes?

Response: The surrounding space available where the construction will be has adequate space for safety. It is expected that the proposer will cordon off the site under construction.

Cones and construction tape are acceptable.

8. Question: Is this OregonBuys on-line bid form obsolete?

Response: The page printed from the OregonBuys site is not the solicitation price sheet.

Please see Exhibit 13 Price Proposal Form as it is identified as the formal price form for the solicitation.

9. Question: What is the depth and size of the sewage drain?

Response: Please see Exhibit C for photos and depth measurements of the drains.

10. Question: On the construction drawing (C.30), it’s indicated to demolish the southern curb, and part of the concrete, drawing designed as is – contractor states it’s likely not necessary to do so. Is the design to move the concrete sidewalk? Do we have to price as per proposed?

Response: When the drawing was drafted there was a callout to remove the curb; however, if it’s salvageable, that may be an option Cherriots would elect. Please price it as identified in the drawing. Proposers may provide an alternate option if proposer believes that is a viable option.

11. Question: Please confirm…Phase-wise, the plan is to complete underground preparation, and the contractor won’t do anything until the gear has arrived? Is it safe/ secure to bring wire on site until the switchgear arrives?

Response: The plan would be to start construction after contract award for the charging gear prior to its arrival, and then continue labor after the switchgear arrives to complete the construction. SAMTD has 24 hour security on a fenced lot where the work is to be performed.

The equipment can be stored on site, however SAMTD will not be liable for any loss or damage.

Worksite safety and security is the responsibility of the Contractor.

12. The Agenda for Pre-Proposal Conference that was held on 8/29/2022 is attached as Exhibit A to this Addendum.

13. The Attendance Sheet for the Pre-Proposal Conference that was held on 8/29/2022 is attached as Exhibit B to this Addendum.

All other specifications and terms and conditions remain unchanged.

For assistance, go to chargepoint.com/support and find your region’s technical support number.

Installing the Express Plus solution requires two people.

Check Site Readiness The Power Block and Power Link can be installed on either a newly poured pad or an existing concrete surface. Power Blocks and Power Links also support wiring run above ground, for locations where no underground wiring access exists (parking garages, etc.) or where underground junction boxes are not permitted. The mounting surface must be smooth and cannot exceed a slope of 6.35 mm per 304.8 mm (0.25 inches per foot).

Before beginning work, check that the site meets these civil and mechanical requirements outlined below, as illustrated in the following images. Measurements are in mm.

• All concrete pads are ready and the concrete is fully cured and level.

• Each Power Block concrete pad either has a site drawing approved by a structural engineer for this specific site, OR existing concrete has been approved by a structural engineer for the Power Block’s dimensions and weight.

• Each Power Link pad conforms to the design requirements listed in the Express Plus Site Design Guide.

• Walls, fences, or slopes do not prevent water from draining from the pad.

CAUTION: Do not install the charging station in inclement weather. If you must complete the installation in rain or wind, you must use a weather-proof shelter that covers all boxes and components.

CAUTION: Do not use power tools during installation or servicing. Over-torquing can damage the equipment.

Important: Always ensure that the installation complies with all applicable codes.

WARNING: If not installed correctly, the ChargePoint® charging components may pose a fall hazard, leading to death, personal injury, or property damage. Always use the provided Concrete Mounting Template, or a ChargePoint-approved surface mounting solution to install ChargePoint® charging components and install in accordance with applicable codes and standards using licensed professionals. Non-approved installation methods are performed at the risk of the contractor and void the Limited One-Year Parts Exchange Warranty.

The arrows below indicate door swing and service clearances. Measurements are shown in millimeters (inches).

If the site does not meet these basic requirements, contact ChargePoint before continuing.

• Enough space is available around the installation pad to use a forklift and other lifting equipment, unpack crates, remove packing materials, and allow two people to freely move throughout the area.

Also ensure these electrical requirements are in place:

• The appropriate circuit protection and metering is in place at the installation site.

• A grounding conductor that complies with local codes is properly grounded to earth at the service equipment or, when supplied by a separate system, at the supply transformer.

A correctly rated, dedicated breaker is installed for each Power Block:

1 Adds 5% to current at low line conditions 2 The overload setting for North America is fixed at 125% of continuous rated current

• Breakers have shunt trip capability to each Power Block.

• All necessary electrical infrastructure has been completed per local codes and ChargePoint specifications for 3-phase power plus ground, with properly sized wire at the station. (Neutral is not required for system operation.)

• A consistently strong cellular signal is needed before installers can activate the station. Do not rely on cell phone applications to measure cellular signals when conducting site surveys. Ensure the signal at the installation site is consistently strong. If RSRQ is measured at -10 dB or better, then RSRP can be -90 dBm or better. If RSRQ cannot be measured or is not adequate, RSRP must be -85 dBm or better. Note that these numbers are all negative, so -70 dBm is stronger than -85 dBm, and -90 dBm is weaker. Use a cellular signal detection device (such as a Snyper or equivalent) to take signal strength readings at the exact proposed charging station locations.

If the signal is below -85 dBm, take cellular readings at the location where a cellular signal booster antennas will be installed, to ensure enough signal exists to be boosted. Install repeaters to boost the strength of the cellular signals. Repeaters are often required when installing charging stations in an underground garage or enclosed parking structure.

For any questions about site specifications, refer to the Express Plus Data Sheet and Express Plus Site Design Guide.

Check Express Plus Shipping Crates Each Express Plus solution ships in multiple crates. Ensure you have all crates at the installation site.

2Install the Power Block

This section describes how to anchor, wire, and install all components on a Power Block.

The Power Block pedestal (a) and dry box (b) each have built-in forklift pockets. The Power Block dry box has four M10 threaded mounting points in the upper corners that can accept crane lifting shackles if a spreader bar is used AND if the wet box (c) is first removed.

The dry box and wet zone usually ship already assembled, unless the site has height constraints for installation, such as inside a parking garage.

Prepare the Power Block for Mounting

1. Ensure all AC and DC conduit stub-ups (if applicable) are trimmed to a minimum of 610 mm (24

in) from the ground. If the site is using armored cable, strip the outer jacket to within the same height.

2. Remove the plastic caps from all mounting bolts on the concrete installation pad.

3. Use a wire brush to clean out threads if any concrete is on the bolts.

4. Place one washer, then one nut, all the way to the bottom of each anchor bolt, against the concrete.

5. Place a leveling nut and washer on each of the four corner bolts.

Leave approximately 6.4 mm (1/4 in) between the bottom of the leveling nuts and the nut against the concrete. Check nut positions relative to each other with a level.

Note: If a wall is located behind the installation pad, ensure the forklift blades do not protrude far enough to hit the wall when moving the Power Block onto the pad.

TEMPORARY O

R PRELIM

Mount and Secure the Power Block Pedestal

1. Position the forks of the forklift to fit between the conduit stub-ups.

2. Use a forklift (or two installers) to lift the Power Block pedestal over the mounting bolts on the installation pad, ensuring the bolts align with the corresponding holes in the bottom of the Power Block. Move the service wiring out of the way to ensure it is not pinched or trapped.

3. Lower the Power Block pedestal onto the anchor bolts.

4. Using a level on all four sides, adjust three of the bottom corner leveling nuts as needed to ensure that the Power Block is both horizontally and vertically level.

5. Measure the height of the conduit stub-ups. Mark each conduit at the height of the pedestal top surface.

6. Remove the pedestal and set it aside.

7. Cut each conduit stub-up to height.

8. Replace the pedestal onto the anchor bolts.

9. Install a washer and nut onto each of the four corner mounting bolts to secure the Power Block.

For easier leveling, leave a 6.4 mm (1/4 in) gap between the bottom of these top nuts and the baseplate of the frame.

10. Recheck leveling nuts. When level, tighten leveling top nuts by hand. Then raise the remaining (non-leveling) lower nut by hand-turning until flush against the frame.

11. Torque all top nuts to 94.9 Nm (70 ft-lbs).

12. Use the two pins on one long edge of each gland plate to locate the plate against the edge of the pedestal.

13. Use a marker to mark the exact locations of each conduit stub-up against the bottom of each gland plate.

Remove the plates.

14. Aligning with each existing pilot point on the gland plate, drill out the required holes according to the size of each conduit.

15. Pull all wires.

TEMPORARY O

R PRELIM

Install the Power Block

16. Thread all wires through the gland plates according to the Power Block layout shown in Power Block Readiness (page 3).

Note: For maximum wire and ground sizes and their minimum conduit sizes, see the Express Plus Site Design Guide.

17. Install an approved sealing method to seal each conduit stub-up to the gland plate. Tighten all glands on the wiring.

18. Measure the DC output wiring (b) on the left side of the Power Block. Trim all conductors to approximately 940 mm (37 in) above grade.

Note: This round of cutting conductors is rough and allows extra room for more precise measurement later.

19. Measure the Ethernet wiring (g) coming from the center of the pad through the right enclosure opening. Trim all wires to approximately 1397 mm (55 in) above grade.

20. Measure the low voltage (48 V and shunt trip, also g) wiring coming from the center of the pad through the right enclosure opening. Trim all wires to approximately 1880 mm (74 in) above grade.

21. Measure the AC input wiring (f) and DC input if applicable (e). Trim all conductors to approximately 1092 mm (43 in) above grade.

Install the Power Block Enclosure

1. Transport the Power Block enclosure crate close to the installation site.

2. If the crate is horizontal, carefully tilt the crate up until vertical. Use lifting straps to stabilize the crate and prevent it from tipping.

3. Using either a forklift or crane, remove the Power Block enclosure from its crate. Move it to its mounting location and keep it elevated.

4. Lift the Power Block enclosure over the pedestal. Move the service wiring through the bottom openings to ensure it is not pinched or trapped.

5. Lower the Power Block enclosure onto the pedestal, being careful to keep service wiring from damaging internal components:

WARNING: THE CRATE IS HEAVY AND CAN CAUSE INJURY OR

DEATH IF DROPPED. DO NOT STAND OR MOVE BENEATH THE

CRATE AS IT IS BEING TILTED. TAKE PRECAUTIONS AGAINST THE

CRATE TIPPING OR SLIDING.

WARNING: The Power Block has a high center of gravity. Take care to prevent tipping when moving the Power Block.TEMPORARY O

R PRELIM

• Right/left movement is aligned by the center pedestal beam fitting between the two enclosure forklift tunnels.

• Forward/back movement is aligned by the small slanted alignment blocks on the front and rear edges.

6. Pre-install the empty lugs for all bus bars (DC output, AC input, and DC input if applicable), using the provided bolts, washers, and nuts. Only hand-tighten all fasteners at this step.

7. Measure the actual length of each DC output, AC input, and DC input conductor. Mark the height of each compared to its lug.

8. Remove the Power Block enclosure. Trim all large conductors to size.

Note: Removing and replacing the Power Block enclosure is recommended, but not required, if the installers have adequate room to trim and crimp all conductors.

9. Replace the Power Block enclosure, being careful to keep service wiring from damaging internal components. Keep the enclosure slightly lifted as installers visually inspect and adjust the last quarter-inch or so of fine alignment for fastener holes.

10. Use a 15 mm wrench and seven M10 screws to secure each of the two gland plates and the enclosure to the pedestal (screws shown in red, enclosure not shown).

TEMPORARY O

R PRELIM

Connect the Power Block Wiring

1. Follow standard practice and local code to de-energize the applicable circuit and lock out/tag out the disconnect before proceeding. Use a multimeter to test that power is off.

2. Identify the DC fuse kit for this site’s Power Block(s). Install the DC fuses and associated ratings label.

3. Remove the empty DC output lugs from the bus bars. Using the manufacturer’s crimp tool and die, strip and crimp a lug onto each conductor.

4. Use dielectric grease and an 18 mm socket to install the lugs onto the bus bar with M12 bolts. Torque to 21 Nm (185.9 in-lbs).

5. Remove the empty AC input lugs from the bus bars. Using the manufacturer’s crimp tool and die, strip and crimp a lug onto each conductor.

6. Use dielectric grease and an 18 mm socket to install the lugs onto the bus bar with M12 bolts. Torque to 21 Nm (185.9 in-lbs). The L1 bus bar is the one closest to the front, L2 is behind it, etc.

DANGER: RISK OF SHOCK. Before performing this procedure, disconnect the power to the Power Block at the service panel. Keep power off for this circuit until all cover panels are correctly reinstalled and the work scope is completed. FAILURE TO FOLLOW THESE

INSTRUCTIONS CAN RESULT IN SERIOUS INJURY OR LOSS OF LIFE.

CAUTION: Ensure a grounding conductor that complies with local codes is properly grounded to earth at service equipment or, when supplied by a separate system, at the supply transformer.

Important: If any DC or AC lug is single-hole, the lug must be installed within +/- 10 degrees from vertical to avoid interference.

TEMPORARY O

R PRELIM

7. If applicable, remove the empty DC input lugs from the bus bars. Using the manufacturer’s crimp tool and die, strip and crimp a lug onto each conductor.

8. Use dielectric grease and a 18 mm socket to install the lugs onto the bus bar with M12 bolts. Torque to 21 Nm (185.9 in-lbs).

9. Strip the LV (a) and shunt trip (b) wires 20 mm each. Use a screwdriver to loosen each terminal’s tab and seat the wire. Tighten the screw hand-tight and perform a push-pull test to ensure each wire is seated.

Important: If the AC input wiring is using only one 750 kcmil conductor, it must be installed on the bus bar in the position farther from the enclosure wall (toward the center) to avoid interference.

Important: Ensure the L1, L2, and L3 cables are installed in the correct order. Incorrect installation creates a phase rotation error later in the process. Phase rotation must be counter-clockwise.

TEMPORARY O

R PRELIM

10. Connect each Ethernet connector into an available Ethernet port on the lower right side of the enclosure.

11. Crimp a 13 mm (0.5 in) single-hole lug onto the ground wire. Connect the GND (protective earth) service wiring to the enclosure stud in the bottom front right corner of the enclosure.

12. Use the provided cable routing clips along the right front edge of the enclosure to route the Ethernet, LV, and shunt trip wires down the side.

13. Pull any extra Ethernet wire loops down into the pedestal, to prevent pinching in cover panels.

14. Use the supplied duct seal compound to completely seal all wiring openings against pest ingress.

Important: The conduit opening must be sealed to protect the wiring from the environment.

TEMPORARY O

R PRELIM

If the wet box and its components are already installed on the dry box, skip to the section Install the Racks and Power Modules (page 21). If not, continue with Install the Wet Box (page 18).

Install the Wet Box If the wet box is not already installed on top of the dry box, follow these steps before installing Power Modules.

1. Using a forklift or two installers, lift the wet box enclosure on top of the dry box so that the deeper opening (behind the dividing panel) is in back.

2. Align the wet box so that the small guide pins on the dry box tabs fit into the wet box dividing panel (a).
