About this file
This document is an addendum to a Request for Proposals (RFP) issued by the Douglas County Sheriff's Office (DCSO) for a Jail AIC Telephone and Video Visitation System. The RFP outlines requirements for a system that includes telephone units, video visitation stations, and tablets for the inmate population. The county requires approximately 52 telephone units and 32 video visitation kiosks. The initial contract term is three years with two one-year extension options. The addendum addresses several questions from potential proposers, including clarification on electronic signatures, award notification, display media, voice PIN requirements, insurance certificate language, and contract term details. Specifically, the county confirms that electronic signatures are acceptable, the intent to award will be posted online and emailed to all proposers, the display media is a CIDNET box with internet connectivity, a biometric voice PIN is required, and the contract term is three years with two one-year extensions.
The addendum does not provide information on pricing, set-asides, incumbents, funding sources, or other financial details. It focuses solely on clarifying technical and administrative requirements of the RFP.

DOUGLAS COUNTY SHERIFF’S OFFICE
RFP #212
Jail AIC Telephone and Video Visitation System Addendum #3 June 13, 2024
The County hereby responds to the following questions.
1. Due to the short turnaround time and shipping deadline, would the County agree to accept a digital scan or stamped signature for this proposal from an individual who is authorized to bind the proposer in lieu of a pen ink signature?
Yes.
2. Can the County confirm how results of the RFP will be provided once evaluations are complete and the intent to award and/or award has been made? Will the award notification be sent via email to all participants?
The Notice of Intent to Award will be posted to the County’s Bid Documents webpage. The County will also email a copy of the Notice of Intent to Award to all Proposers.
3. RFP requirement 4.1 bullet 10 requests that vendor provide “built in campaigns that can be displayed on TV’s in the tanks and dorms.” What is the medium used to drive the TV display, e.g., wireless streaming, coax cable?
There is a box attached to the TV. The box has internet ran to it and runs the display. The box is a CIDNET box.
4. RFP requirement 4.2 bullet 2 states “Require entry of AIC voice PINs before visit communications commence.” This is for face-to-face visitation. In the context of usage of the term “voice PIN” elsewhere in the RFP, please confirm that DCSO requires only DTMF entry of the AIC’s PIN and not voice biometric validation.
The County is looking for a biometric of the voice.
5. Regarding the General Provisions for Goods and Services, Liability Insurance, 30.7, which states “. . . County Counsel may reject a certificate which states that the issuing company will merely ‘endeavor to mail’ written notice . . .” Can the County clarify if this is referring to cancellation notice?
Yes, this is referring to a Cancellation Notice.
6. Section 3: EQUIPMENT AND SERVICES TO BE ACQUIRED, states as follows:
“DCSO has approximately thirty-six (49) telephone units in AIC housing areas and eighteen (32) visitation units. DCSO wishes to add tablets for the AIC population. The written and bracketed numbers above do not match. Can the County please clarify the requirements and equipment quantities?
The addendum says (52) phones and (32) visiting units which are the kiosks in the tanks and dorms.
7. Section 2.1 of Part 3 of the RFP states that the “intended contract term is three (3) years with two optional (by written mutual agreement) extension terms of one (1) year each.” Section 2.1 of the Proposed Contract states that the contract term is as follows:
“The initial Contract Term begins on September 1, 2024 and ends on August 30, 2025.
The Parties may agree to extend the Contract Term for two successive periods of 12 months each which will begin on the day following the end of the initial term or the first Extension. Extensions must be signed by representatives of both Parties.” Would the County please confirm the intended contract term?
Please see Addendum #2. The Contract Term is as follows: “The initial Contract Term begins on September 1, 2024 and ends on August 30, 2027. The Parties may agree to extend the Contract Term for two successive periods of 12 months each which will begin on the day following the end of the initial term or the first Extension. Extensions must be signed by representatives of both Parties.”
8. Will the County please state the required quantity of in-pod video visitation stations?
One (1) video unit per tank and two (2) video units per dorm.
