About this file
This document is an Addendum to a Request for Proposal (RFP) issued by the Douglas County Sheriff's Office for a Jail AIC Telephone and Video Visitation System. The RFP seeks proposals for a comprehensive inmate communications system, including inmate telephone services and video visitation capabilities. The Addendum provides clarification on several key aspects of the RFP, including the average daily inmate population, the lack of commissions on interstate calls, the limits on use of services, a breakdown of inmate housing capacity, and requirements around inmate kiosks, tablets, and television-based "campaigns" (e.g., inmate rule books, PREA information). The RFP also seeks details on the current Jail Management System provider and how commissary ordering is currently handled.
The RFP indicates that the County owns the televisions on which the "campaigns" will be displayed and that at least one tablet device is required for every two inmates. Bidders are required to acknowledge receipt of this Addendum, and failure to do so may result in proposal rejection. The related state and local contract opportunity is specifically for a Jail AIC Telephone and Video Visitation System in the state of Oregon.

DOUGLAS COUNTY SHERIFF’S OFFICE
RFP #212
Jail AIC Telephone and Video Visitation System Addendum #1 May 24, 2024
The County hereby responds to the following questions.
1. Please provide the average daily population for the last three months.
February 2024—158 March 2024—164 April 2024—184
2. Does the County receive commissions on revenue generated by interstate calls?
No.
3. What limits does the County place, if any, on the use of the services in this RFP, such as the maximum number of onsite visits allowed per week (or other interval), remote visits per week, calls per week, minutes per call/visit, etc.?
No cap for video visits or remote visits.
4. Please provide a breakdown by housing unit of the AIC capacity in each. The AIC capacity for each cell block is necessary for determining network requirements and charging stations needed to support the tablets.
Twelve (12) tanks that hold from 8-10 AICs each.
Four (4) dorms that hold about 20 AICs each.
Five (5) units that hold about 5 AICs each.
NOTE: Isolation cells and holding cells only need access to phones, not tablets.
5. Some vendors provide alternate payment options, such as the ability to purchase a one-time phone call using a credit or debit card without the necessity of setting up a prepaid account and typically pay little to no commission on these calls. Will the County please confirm that vendors are required to pay the same commission amount for all calls, including premium, prepaid, debit, and collect?
Yes, it needs to be pre-paid by the caller or receiver, not collect.
6. Page #18 of the RFP states that the proposed technologies and services are to "have built-in campaigns that can be displayed on TVs in the tanks and dorms" and that "the campaigns can be edited and redistributed by the facility." Will the County please clarify these requirements by providing the following information:
a. The term "campaign" is unclear. Can the County provide examples of the "campaigns" that are to be displayed on the TVs and what purpose they serve? It is basically the inmate rule book that displays all of the required information that is supposed to be posted in the housing units?
Inmate Rule Book, PREA, and the housing rules.
b. How many TVs are "campaigns" displayed on?
About 24 TVs.
c. What are the size, make, and model of the TVs that the "campaigns" are displayed on?
Sylvania 32”
d. Does the County own the TVs on which the "campaigns" are to be displayed, or do they need to be provided by the proposer?
County owns the TVs.
7. Does the facility currently provide AICs with free ITS calls? If free calls are provided, please provide the following information:
The jail has one free phone in intake for bail calls with a five minute limit.
a. How many free calls are AICs provided with on a weekly basis?
Bail calls and attorney calls are the only free calls.
b. What is the maximum duration of the free calls provided?
Five minutes for bail calls; no limit for attorney calls.
8. Does the facility currently provide AICs with free remote VVS sessions?
No.
9. Page #20 of the RFP features a table detailing the number and location of telephone/video conferencing kiosks to be installed. However, the number of devices (phones and video units) listed in the "TOTAL" row does not equal the sum of the values listed in the columns. Will the County please provide the following information:
a. How many total ITS phone stations are required?
Fifty-three (53) phones.
Intake Center should read 1 Unrestricted / 1 Free and unrestricted with five minute limit.
b. How many total AIC video visitation kiosks are required?
Eight (8) total—four (4) on each side of the visitor area.
c. How many total public user video visitation kiosks are required?
Two (2).
d. How many AIC tablet devices are required?
At least one (1) per every two (2) AICs.
10. Who is the County’s current Jail Management System (JMS) provider?
EIS.
11. How is commissary ordered today?
Through the current video kiosks. It links to the Keefe Commissary.
