About this file
This document is a Response to Clarifying Questions #1 for Request for Proposals #2025-54 issued by Clackamas County's Department of Finance and Procurement & Contracting Services. The document addresses a specific question about the location of the Conway Creek culvert crossing on E Aschoff Road in Rhododendron, Oregon. The county provides precise coordinates (Latitude: 45°22'44.44"N, Longitude: 121°54'31.79"W) and notes that the existing culverts are located 0.35 miles north of E. Lolo Pass Road on E Aschoff Road.
The clarifying questions document is part of a larger culvert replacement project that aims to improve fish passage for wild coho salmon, winter steelhead, cutthroat trout, and lamprey. The project involves replacing two existing culverts (a 40-inch corrugated metal and a 36-inch concrete culvert) with a structure that meets Oregon Department of Fish and Wildlife requirements. The document is accompanied by a map showing the precise location of the Conway Creek culvert, which is part of a federally funded infrastructure improvement initiative supported by Federal Highway Administration (FHWA) and County Road Fund sources.

REQUEST FOR PROPOSALS #2025-54
Conway Creek at Aschoff Road Culvert Replacement Project
RESPONSE TO CLARIFYING QUESTIONS #1
June 12, 2025
Note that these are questions submitted by interested firms to the above referenced solicitation. The below answers are for clarification purposes only and in no way alter or amend the RFP as published.
1. The location of the Conway Creek crossing of E Aschoff Rd in the image from the RFP (Page 23, Task 2 Survey) does not align with the location of the Conway Creek crossing of E Aschoff Road in some other online maps that we reviewed. For clarification, can you share the coordinates of the crossing that is the focus of this RFP?
Answer: Approximate coordinates are:
Latitude: 45°22'44.44"N Longitude: 121°54'31.79"W
I’ve attached a map as well if that would be helpful. For anyone visiting the site, the existing culverts are .35 miles north of E. Lolo Pass Road on E Aschoff Road.
