RFP 2025-1009: Parking Lot Operator Services

This Request for Proposals document is issued by the Melbourne Airport Authority, located in Melbourne, Florida, soliciting sealed proposals for comprehensive Parking Lot Operator Services at the Melbourne Orlando International Airport. The Authority seeks a qualified operator to provide access control, revenue collection, customer service, and real-time reporting capabilities using state-of-the-art equipment and cloud-based software for both public and employee parking facilities. A mandatory pre-proposal meeting is scheduled for October 22, 2025, with written questions due by October 27, 2025. Sealed proposals must be submitted in both hard copy and electronic formats to the Melbourne Airport Authority Offices, One Air Terminal Parkway, Suite 220, Melbourne, Florida 32901, by November 6, 2025 at 3:00 PM EST. The selected operator must complete system installation and achieve operational status by May 1, 2026. The base contract term is five years, commencing February 1, 2026 and expiring January 31, 2031, with one optional five-year renewal period. Evaluation will follow a 100-point weighted scoring system: Proposed Management Plan and Team (15 points), Capabilities, Funding and Expertise (20 points), Technology and Equipment (25 points), References (10 points), and Management Fee and Budget (30 points).

Proposers must submit a $5,000 proposal guarantee and post a $250,000 performance bond. The incumbent operator is Republic Parking, which currently manages the facility under a DataPark system nearing end-of-life. Historical parking revenue data from 2024 shows gross revenues of $2,184,932 from 71,965 tickets, with current authorized reimbursable expenses of approximately $288,619 annually. The incumbent management fee is $50,500 annually, which must include corporate overhead and profit with no separate customer charges without prior Authority written approval. The RFP permits two capital investment approaches: Authority-funded equipment and software, or operator-funded capital with ten-year amortization at five percent interest. The RFP does not specify explicit set-aside designations or restrictions for disadvantaged enterprises.
