About this file

This is a Mandatory Pre-Proposal Meeting Agenda and Attendance Log for RFP 2025-1009, issued by the Melbourne Airport Authority in Melbourne, Florida. The Authority is soliciting sealed proposals for comprehensive Parking Lot Operator Services at Melbourne Orlando International Airport, requiring a complete parking management solution encompassing access control, revenue collection, customer service, real-time reporting, and state-of-the-art equipment with cloud-based software for both public and employee parking facilities. The mandatory pre-proposal meeting is scheduled for Wednesday, October 22, 2025 at 11:00 AM EST at One Air Terminal Parkway, Suite 220, Board Room, Melbourne, Florida 32901. The meeting agenda includes introductions, an overview of the RFP process and submission procedures led by Procurement Manager Summer Wyllie-Vitt, a detailed review of the Scope of Services led by John DeCoster of Decomm Aviation Consulting and Melissa Naughton, Assistant Director of Business Development and Marketing, a Q&A session, and an adjournment for a site visit. Written questions must be submitted by Monday, October 27, 2025 at 5:00 PM EST to swyllie-vitt@mlbair.com. Sealed proposals are due on Thursday, November 6, 2025 at 3:00 PM EST. The base contract term commences February 1, 2026 and expires January 31, 2031, with one optional five-year renewal period, with system installation and operational status required by May 1, 2026.

Evaluation criteria are weighted on a 100-point scale: Proposed Management Plan and Team (15 points), Capabilities, Funding and Expertise (20 points), Technology and Equipment (25 points), References (10 points), and Management Fee and Budget (30 points). Republic Parking is the incumbent operator currently utilizing the DataPark system, which is approaching end-of-life. Historical parking revenue data from 2024 totaled $2,184,932 from 71,965 tickets, with authorized reimbursable expenses of approximately $288,619 annually. The incumbent management fee is $50,500 annually. Proposers must provide a $5,000 proposal guarantee and post a $250,000 performance bond. The RFP offers two capital investment approaches: Authority-funded equipment and software, or operator-funded capital with ten-year amortization at five percent interest. All management fees must include corporate overhead and profit with no separate charges to customers without prior written Authority approval. The RFP does not specify explicit set-aside designations or restrictions for disadvantaged enterprises.
