About this file
This is a Notice of Intent to Shortlist document from the Melbourne Airport Authority (dba Melbourne Orlando International Airport) in Florida for Parking Lot Operator Services under RFP 2025-1009. The solicitation seeks a qualified parking management operator to provide comprehensive parking services including access control, revenue collection, customer service, and real-time reporting capabilities using state-of-the-art equipment and cloud-based software for both public and employee parking facilities. The mandatory pre-proposal meeting was held on October 22, 2025, with written questions due by October 27, 2025, and sealed proposals were due on November 6, 2025 at 3:00 PM EST. The Selection Committee ranked seven proposers and voted to shortlist the top three highest-ranked proposers—LAZ Parking Florida, LLC; SP Plus, LLC; and Parking Systems Plus—to return for presentations and a question-and-answer session scheduled for November 21, 2025 at 12:00 PM at the Melbourne Orlando International Airport Board Room. The base contract term commences February 1, 2026 and expires January 31, 2031, with one optional five-year renewal period. System installation and operational status must be completed by May 1, 2026.
Evaluation of proposals follows a 100-point weighted scoring system: Proposed Management Plan and Team (15 points), Capabilities, Funding and Expertise (20 points), Technology and Equipment (25 points), References (10 points), and Management Fee and Budget (30 points). The incumbent operator is Republic Parking System, LLC. Historical parking revenue data indicates gross revenues of $2,184,932 from 71,965 tickets in 2024, with current authorized reimbursable expenses of approximately $288,619 annually. The incumbent management fee is $50,500 annually. Proposers must submit a $5,000 proposal guarantee and post a $250,000 performance bond. The RFP allows for two capital investment approaches: Authority-funded equipment and software, or operator-funded capital with ten-year amortization at five percent interest. The current DataPark system is nearing end-of-life and requires replacement. All management fees must include corporate overhead and profit with no separate charges to customers without prior Authority written approval. The posting for this notice is effective from Monday, November 24, 2025 at 8:00 AM through Wednesday, November 26, 2025 at 4:00 PM. Prospective proposers may direct questions or concerns to Summer Wyllie-Vitt, Procurement Manager, at swyllie-vitt@mlbair.com.
