Request for Proposals for Logistics Support and Base Camp Services RFP No. 2025-03 Addendum #1

This Addendum is hereby incorporated into the solicitation package for the Request for Proposals (“RFP”) referenced above.

RESPONDENT QUESTIONS:

SVEC issues this first Addendum to provide responses to the questions received from prospective Respondents (slightly revised for clarity). SVEC confirms that any additional questions are due by 4:00 PM Eastern on April 18, 2025. SVEC further confirms to all interested Respondents that the Proposal Due Date and Time is May 2, 2025 at 4:00 PM Eastern. All Proposals must be submitted on or before this deadline and consistent with the requirements set forth in the RFP.

A total of 9 days; however, the total number of beds fluctuated during that period.

Which Contractor(s) held the previous or holds the current contract for the services requested in the solicitation?
Details regarding previous solicitations, contracts, and vendors will not be provided. Respondents must submit a proposal in accordance with the terms of the RFP and any addenda.

For the Respondents that submit a proposal, how will they be notified of award /non-award?
SVEC will issue via email a notice of award to the successful Respondent(s).

Are medical personnel needed to staff the 60x60 medical tent?
SVEC assumes this question pertains to the “Medical Tent” Section found on page 19 of the RFP. Medical personnel (e.g. nurse) are required to staff the medical tent, especially during breakfast and dinner hours.

Can sleeping bags and pillows be substituted for the bed linens?
SVEC assumes this question pertains to the “Medical Tent” Section found on page 19 of the RFP. Sleeping bags and pillows cannot be substituted for the required two sets of bedding per cot.

Is there a minimum deployment period for the proposals?
SVEC assumes this question pertains to the “Medical Tent” Section found on page 19 of the RFP. There is no minimum deployment period. However, The base camps must be fully operational within 72 hours after Contractor’s receipt of SVEC’s notice of contract activation. Historically, when SVEC has used services of this nature in the past, the services have been needed for at least 3-5 days.

Is fuel reimbursed for mobilization or de-mobilization?
SVEC may provide reimbursement for fuel costs related to mobilization and demobilization as long as the costs are timely submitted to SVEC and are reasonable, necessary, and sufficiently documented in compliance with FEMA guidelines and requirements.
