About this file
This document is Addendum #1 for a Request for Proposals (RFP No. 2025-03) issued by Suwannee Valley Electric Cooperative (SVEC) for Logistics Support and Base Camp Services in Florida. The RFP seeks a contractor to provide comprehensive base camp services for up to 500 individuals during post-disaster periods, with the primary location being SVEC's 22-acre site in Live Oak, FL. Proposals are due on May 2, 2025, at 4:00 PM Eastern, with potential activation requirements including setting up fully operational base camps within 72 hours of contract activation. Historically, similar services have been needed for 3-5 days, as demonstrated by the previous deployment during Hurricane Helene, which lasted 9 days.
The RFP requires the contractor to furnish all necessary supervision, labor, equipment, and facilities, including food, water, electricity, sleeping accommodations, shower, and laundry services. SVEC will issue specific work authorizations through written Task Orders defining work items, rates, and completion timeframes. The cooperative may reimburse mobilization and demobilization fuel costs that comply with FEMA guidelines, and medical personnel (such as a nurse) are required to staff the medical tent during meal hours. The solicitation emphasizes that details about previous contracts or vendors will not be disclosed, and bidders must prepare proposals based solely on the RFP and its addenda. The successful respondent will be notified via email after the proposal review process.
