About this file
Suwannee Valley Electric Cooperative (SVEC) has issued Addendum #1 for Request for Proposals (RFP No. 2025-03) for Logistics Support and Base Camp Services in Live Oak, Florida. The solicitation seeks a contractor to provide comprehensive emergency base camp facilities capable of supporting up to 500 individuals during disaster recovery operations, with the ability to fully mobilize within 72 hours of contract activation. The proposal due date is May 2, 2025, at 4:00 PM Eastern, with potential contract award anticipated shortly thereafter. Historically, similar service deployments have lasted 3-5 days, as demonstrated during Hurricane Helene, where the base camp was operational for 9 days with fluctuating bed occupancy.
The addendum provides critical clarifications about the contract, including requirements for medical personnel in the medical tent, mandatory bed linens (sleeping bags are not acceptable), and potential fuel cost reimbursement for mobilization and demobilization. SVEC will notify the successful respondent via email and maintains discretion about previous contractors and pricing. The contract will be funded through FEMA assistance, requiring strict adherence to federal guidelines and cost principles. Contractors must demonstrate comprehensive service capabilities across various occupancy levels and be prepared to provide infrastructure including food, water, electricity, sleeping accommodations, shower and laundry facilities, and medical support at SVEC's 22-acre site in Live Oak, Florida.
