About this file

This document is a response to clarifying questions for Request for Proposals (RFP) 2024-66 EXPECT THE UNEXPECTED MARKETING CAMPAIGN issued by Clackamas County. The RFP seeks proposals from qualified consultants experienced in strategic communications, social marketing for behavioral change, and micro-targeting efforts using public outreach, education, and engagement to support a new campaign aimed at reducing distracted and aggressive driving, particularly focusing on fatalities and serious injuries to vulnerable road users. The county has not provided an estimated budget or breakdown for the different phases of the campaign, but indicates that all paid media buys must be considered within the $270,000 budget. The county will utilize their existing branding and logos, and does not anticipate the need for new brand conception.

Regarding pricing, the county states there is no additional funding available beyond the $270,000 budget, and the consultant's proposal should include all costs for paid media. The county is open to negotiating the allocation of funds between campaign development and paid media implementation as the project progresses.

REQUEST FOR PROPOSALS #2024-66

EXPECT THE UNEXPECTED MARKETING CAMPAIGN

RESPONSE TO CLARIFYING QUESTIONS #1

August 13, 2024

Note that these are questions submitted by interested firms to the above referenced solicitation. The below answers are for clarification purposes only and in no way alter or amend the RFP as published.

1. Do you have an estimated NTE (not to exceed) budget for Phase 1?

Answer: We have not broken the budget down in phases. We are looking for your firm’s approach to campaign development and you are welcome to prepare an estimate based on your prior experience and preferences.

2. Do you have an estimated percentage of the $270K budget for Phase 2 implementation that you would prefer to go to paid media?

Answer: This will depend on what type of campaign is developed. This can be negotiated as the project moves forward, however, we do want consultant applicants to know that there is no additional funding available at this time, so all paid media buys must be considered in the proposal.

3. Will asset development utilize existing branding/logos or would this include full conception of a new logo?

Answer: At this time, we do not anticipate any band conception, we will utilize the county’s standard logo and brand guidance found at 374458b4-50b3-4362-a0a4-b7cbd40d67a1 (clackamas.us).
