About this file
This document is a response to clarifying questions related to RFP 2024-66 "EXPECT THE UNEXPECTED MARKETING CAMPAIGN" issued by Clackamas County. The RFP seeks proposals from qualified consultants experienced in strategic communications, social marketing for behavioral change and micro-targeting efforts to reduce distracted and aggressive driving, particularly focused on reducing fatalities and serious injuries to vulnerable road users. The total project budget for phase two implementation is estimated at $270,000 from the date of the effective contract through September 30, 2026. Clackamas County does not have an incumbent advertising firm or vendor, and consultants are responsible for providing estimates for both the campaign development (phase one) and implementation (phase two) portions of the project. Proposers have discretion on how to structure their pricing proposal, including whether to detail video production costs separately from digital media.
The County has combined the originally proposed two-phase project into a single project. Consultants should provide their estimated time and materials for the entire scope of work. There is no set-aside requirement, and the County has used a variety of vendors in the past for similar work, with their most recent traffic safety marketing performed by C + C Consulting. The County has indicated they cannot anticipate whether C + C Consulting will submit a proposal for this opportunity.

REQUEST FOR PROPOSALS #2024-66
EXPECT THE UNEXPECTED MARKETING CAMPAIGN
RESPONSE TO CLARIFYING QUESTIONS #3
August 19, 2024
Note that these are questions submitted by interested firms to the above referenced solicitation. The below answers are for clarification purposes only and in no way alter or amend the RFP as published.
1. In relation to geographical targeting are there specific areas in Clackamas County you would like targeted more than others? As well as are there any surrounding cities or states you would like the campaign to be targeted?
Answer: We anticipate this project will identify any specific targeting.
2. To clarify, it is mentioned the county has an estimated project total for the phase two implementation of $270,000, would that be the budget for the effective date through September 30, 2026?
Answer: Correct. See answers to other posted questions.
3. For the price proposal would it be preferred to have the video production costs be detailed out separately from digital media? If so, what percentage of the budget would be utilized towards this segment? Or is this at the discretion of the proposer?
Answer: This is at the discretion of the proposer. If you would like to detail this separately, please do so, but it is not necessary.
4. If it is preferred for the submission of the proposal to receive a certificate of insurance from us, could you give the specific address you would like to be used for in Clackamas County?
Answer: 2051 Kaen Road, Oregon City, OR 97045
5. Does Clackamas County have an incumbent advertising firm/vendor? If so, will they be submitting a proposal?
Answer: We do not have an incumbent advertising firm or vendor. We have used a variety of vendors in the past for County work. Our most recent traffic safety marketing work was performed by C + C Consulting. We cannot anticipate whether they are submitting a proposal.
6. [3.3.2 Work Schedule-Budget] Can you clarify what we should include in the Fees section of our proposal? The
RFP only mentions the Phase Two budget of $270K for implementation. Is that all we should include in our time and materials budget, or do we need to include an estimated time and materials budget for Phase 1: Campaign
Development as well? If so, does the county have an estimated budget for Phase One?
Answer: We had anticipated a two-phase part of the project with separate funding, but we now are combining this into a single project. We apologize for any confusion here. Consultant is responsible for both phases, and we

would like you to provide your estimate in costs for both phases. Include all estimated time and materials along with any media purchases.
7. [5.2 and 5.5 References] References are asked for in section 5.2 (Proposer’s General Background and
Qualifications) and section 5.5 (References). Where would you like us to include our references?
Answer: Please put them in 5.5. We will not deduct points for putting them in 5.2.
