About this file
This document is a response to clarifying questions for RFP 2023-06 for Printing and Mailing Services issued by CareOregon, a healthcare organization operating in Oregon. The RFP solicits proposals from qualified vendors to provide cost-effective and quality printing and mailing services, including letters, postcards, booklets, envelopes, business cards, and large format posters. Quantities vary, with some items being printed in multiple languages. Mailing services will primarily utilize USPS through CareOregon's permits. The RFP covers printing and mailing components for various CareOregon programs, such as HRA Survey Kits and Affiliation Letter Kits. The RFP will result in a multi-vendor award.
Regarding pricing, vendors should provide costs for the individual printing components as well as the kit consolidation fees. The RFP also includes quantities for COA Sales Packets, which have both a completed packet quantity as well as additional quantities for individual benefit flyers in multiple languages. Interested firms have submitted clarifying questions, and the responses provided aim to clarify the RFP requirements without altering the published solicitation.

PRINTING AND MAILING SERVICES
RESPONSE TO CLARIFYING QUESTIONS #1
AUGUST 25, 2023
Note that these are questions submitted by interested firms to the above referenced solicitation.
The below answers are for clarification purposes only and in no way alter or amend the RFP as published.
1. If there are multiple languages e.g., Eng/Spn and quantity is 500 per week, does this mean the total of all language items/packets combined will be 500 for the week or is it 500 of each item/packet language which in this case, would be 500/Eng & 500/Spn for a total of 1000 packets?
Answer: Total Combined – as language quantities vary widely and are not predictable.
English is the highest percentage, and languages like Arabic and Somali can be quite small. The vendor will need to decide based on quantities what type of output will be most cost effective.
2. Will the packets be mailing FedEx, USP or USPS?
Answer: Mostly USPS through CareOregon’s permits.
3. Please confirm envelopes are “non-Window” for all packet versions as with variable welcome letter and no envelope window, this will be become a matching situation with welcome letter and inkjet or mailing label. It’s a no issue just confirming for estimating and production workflows purposes.
Answer: Confirmed, non-window envelopes for packets. Current vendor applies labels to envelope. Variable data is not actually on the letter, so window envelopes are not applicable.
4. HRA Survey Kit: Should pricing for the project include all components or just mailing?
Answer: Components and kit consolidation costs. Individual printing costs and then kit consolidation costs.
5. Affiliation Letter Kit: Should pricing for the project include all components or just mailing?
Answer: Components and kit consolidation costs. Individual printing costs and then kit consolidation costs.
6. On the COA Sales Packets the quote sheet shows the quantity at 9,000, but on the spec sheet it shows the folder and stitch sheets at 4,000 and the inserts at 4,000 + 5,000 for order site. Should the folder and stitch sheets be at 9,000 as well or are the 5,000 extra the different languages for the sheets?

Answer: 4k for completed packet. 5k for individual benefit flyers (individual inserts) in multiple languages that are placed on order site. Sales Representatives get an initial quantity of 4k packets to use for selling. But as the selling season goes on, they need more of the individual pieces to send to prospective customers and, also to send alternative language versions as needed.
