About this file
This document is an Addendum (#1) issued by the City of Casselberry's Finance Department Procurement Division for RFP-2018-0395, a Feasibility Study for a Smart Meter Replacement Program. The addendum, dated September 20, 2018, maintains the original proposal due date of October 16, 2018 at 2:00 P.M. Local Time and provides clarifications and responses to potential bidders' questions. The primary objective is to conduct a comprehensive feasibility study evaluating the city's current meter reading processes, software applications, and potential implementation of an Automated Meter Infrastructure (AMI)/Automated Meter Reading (AMR) system.
The addendum reveals that the city does not currently have a predetermined budget for the AMI/AMR system and is seeking a consultant to identify associated costs and potential funding sources. The project will be a joint effort between the Finance and Public Works departments, with the feasibility study expected to assess current business processes from water treatment/distribution through utility billing. The consultant will be required to perform a financial analysis that identifies funding options, potential funding sources, and a funding schedule. The timeline for potential RFP release for the actual meter replacement system is contingent upon City Commission approval, securing funding, and coordination with the awarded consultant.

SUBJECT: RFP-2018-0395 Feasibility Study – Smart Meter Replacement Program
This addenda is issued to provide additional information, clarification, corrections, additions, deletions and/or answers to questions concerning the above referenced solicitation. All information provided in this addenda is incorporated into the solicitation document as set forth therein. All other parts of the solicitation have been maintained as originally distributed. This addenda supersedes any verbal and/or other instructions given to any bidder/proposer qualified to respond pursuant to the requirements set forth in the solicitation document.
I. DUE DATE
This Addendum does not change the solicitation due date from October 16, 2018 at 2:00 P.M. Local Time.
II. QUESTIONS AND ANSWERS (Q&A)
The City has received the following question(s) concerning the solicitation:
Q1: The RFP indicates that the Project Assessment will involve an overview evaluation of current business processes and practices from the water treatment/distribution to the utility billing payment system (Naviline). The assessment will also evaluate the City’s current software Applications (Naviline & Sensus) metering, information technology, reporting and analytic needs.
Is it possible that more than just an AMI/AMR platform may be procured, such as a replacement utility billing payment system and/or a reporting and analytic system? If so, will the consultant develop the requirements for those RFPs as well, or will those be procured through a different manner?
A1: At this time the City is not seeking to replace the current Systems. See RFP-2018-0395, Part II
– Project Planning and Implementation, Letter D - Functional Specifications and Bidding Documents – Page 47
Q2: I understand the consultant is to identify cost on the AMI/AMR system. Does the City have a
“not to exceed” amount already in mind?

A2: The purpose of the Feasibility study is to identify costs associated with the system. The City does not have a budget.
Q3: Has the City allocated any funding for the AMI/AMR system and if so, through which source
(budget, grant, tax/bond, etc.)? If not, which sources will be looked at?
A3: Please see RFP-2018-0395, Part I – Assessment and Analysis, Letter B - Financial Analysis, Number 4, Page 47 – “The analysis should also identify funding options, source of funds, funding schedule, etc.”
Q4: Who is the internal project manager overseeing the AMI/AMR project?
A4: This project will be a joint effort between two departments, Finance and Public Works.
Q5: Should it be determined that the selected consultant is expected to develop AMI/AMR RFP requirements, when would the City want the RFP ready for release (month/year)?
A5: The RFP timeline is contingent upon City Commission approval, funding source, and coordination with the awarded consultant.
