About this file
This is a Questions and Answers document for RFP #20-PRF12 issued by the City of Sun Prairie, Wisconsin, Parks, Recreation & Forestry Department for design and construction administration services for a splash pad project. The project scope includes design services for a splash pad facility with optional pricing for restrooms and construction administration, along with site amenities, utilities, building upgrades, and landscaping. The splash pad design is limited to a maximum of 2,400 square feet, with an additional 5-foot concrete buffer zone surrounding the splash pad area. The city intends to complete design in 2020, advertise for construction bids in late fall 2020, commence construction in early 2021, and open the facility during the 2021 season. The project requires design and construction planning for water service from a 6-inch water main located approximately 120 feet from the proposed splash pad location, as well as access pathways from the parking lot to the splash pad site. The city is seeking an all-inclusive vendor capable of delivering the complete project rather than accepting partial bids from multiple contractors. The splash pad equipment should accommodate children ages 2 to 5 and 5 to 12, with no specific preferences regarding shade structure design, light fixture incorporation, or post materials (stainless steel versus fiberglass).
The total construction budget for the splash pad project is $500,000, encompassing demolition, earthwork, splash pad installation, concrete work, site amenities, utilities, building upgrades, and landscaping. Water discharge is planned through storm drains under a Wisconsin Pollutant Discharge Elimination System (WPDES) General Permit rather than through the city-owned wastewater treatment plant. Limited food service concessions, including prepackaged items, beverages, and popcorn, are anticipated for the shelter area. The city has not determined whether to incorporate heating systems for winter use as a warming house for the ice rink, indicating this is a potential future consideration outside the current project scope. Insurance requirements are identified as potentially negotiable once a preferred vendor is selected. The document indicates that vendor selection will occur after the proposal due date of May 8, 2020, with no advance list of general contractors provided to bidders.

QUESTIONS AND ANSWERS
RFP#20-PRF12
Splash Pad Design
PROPOSALS DUE: 5/8/2020
1. Page 9, II Description of RFP, third paragraph states we are to give optional pricing for restrooms. Do you want it on a separate sheet of paper, or should we write it in on the Form F: Fee Proposal Sheet? Form F does not include a line for it nor for Construction Administration related to it.
Form F: Fee Proposal Sheet has now been updated to include this option.
2. Have there been any discussions regarding the discharge of the water with the waste water treatment plant?
The waste water treatment plant is city-owned. We have had initial conversations with the engineering department, which oversees the plant operations, but not an in-depth conversations with the treatment plant. Our current preference would be to discharge to storm with a WPDES General Permit.

3. There is a shade structure mentioned in the RFP, what is the expectation for the structure?
The shade structure (or structures) are to be permanent, stand alone and adjacent to the splash pad.
No specific expectations on size or style.
4. What is the budget for the splash pad project?
$500,000 for construction – including demo, earthwork, splash pad, concrete, all site amenities, utilities, building upgrades and landscaping.
5. Does an overall project schedule exist?
The City’s plan is to design in 2020, bid late fall 2020, construction early 2021 with an opening in the 2021 season.
6. Does the project scope include design and construction of a new water service from the water main in North Street to supply the Splash Pad?
There is a 6” water main in the park that ends at a hydrant. The hydrant is ~120’ from the proposed splash pad location. The design and construction documents must plan for water to the splash pad.
7. What is type of food service is anticipated for the future concessions within the Shelter? The type of concessions may impact proposed electrical and plumbing improvements.
Limited concessions – prepackaged items, beverages, popcorn, etc…
8. With the installation of roll up doors, is there consideration of heating the building, including restrooms, for winter time use as a warming house for the Ice Rink?
https://dnr.wi.gov/topic/wastewater/documents/46523_permit.pdf
Possibly in the future but not as part of this small scale building improvement.
9. We would be able to bid on certain aspects of this project including the Splash Pad feature and plumbing layout plan, site layout including the access pathway from the parking lot to splash pad site, and construction plans for the splash pad area. Are you able to provide us with a list of general contractor bidders for this project that we can provide our designs and quotes to? Otherwise, would you accept us as a bidder for only part of the project?
We are looking for an all-inclusive company for the complete project. We have no way of knowing which vendors may pick up this RFP from the bidding advertising sites until after the proposal due date and we know who has submitted.
10. Can you please verify that you will accept our insurance and our installer's insurance as is if we submit a bid?
We understand that the insurance requirements are high for a planning job. Insurance requirements may be negotiable once we select our preferred vendor. This RFP does not address construction so the installer’s insurance does not matter at this point.
11. Do you have a budget in mind or are you going to base your budget off of the proposed designs within this space?
$500,000 for construction – including demo, earthwork, splash pad, concrete, all site amenities, utilities, building upgrades and landscaping.
12. Splash pad areas have a 5’ wide concrete zone surrounding the splash pad area. Is this included in the total 2400 Sq Ft?
No, the buffer zone does not count towards the maximum splash pad square footage.
13. We have the ability to incorporate light fixtures into our ground sprays. Is this something the City would like to see in the designs, or are you keeping the space lights free?
It is something we may consider, but have not decided either way.
14. What is the size of the available water supply line?
There is a 6” water main in the park that ends at a hydrant. The hydrant is ~120’ from the splash pad.
15. Is a high water table a concern for this space?
No.
16. Do you have a general idea of where this splash pad will be located in the park?
Yes, please see included park master plan map.
17. Since this is a community park, we would include equipment for ages 2-5 and 5-12. If you have another preference for the age requirements, please feel free to let us know.
No additional preferences.
18. We offer stainless steel and fiberglass posts for this equipment. Does the City of Sun Prairie have a preference on what materials are used?
No preference.
