About this file
This is a Bidders Questions and Answers document from the State of Michigan Department of Technology, Management, and Budget (DTMB) Central Procurement Services for RFP No. 190000003241 regarding a Renewable Energy Systems Pilot Program, dated October 28, 2019. The RFP solicits design, construction, and installation of renewable energy systems, specifically solar arrays, at two Michigan Department of Natural Resources (DNR) facilities: Seven Lakes State Park and Oden Fish Hatchery. The document addresses 22 bidder questions regarding system design requirements, site constraints, utility interconnection procedures, monitoring systems, and operational scheduling limitations. At Seven Lakes State Park, work must occur outside the Memorial Day to Labor Day busy season, or if necessary during weekdays between 8 a.m. and 6 p.m. with coordination with the park supervisor. At Oden Fish Hatchery, electrical service connection must occur between July 15 and August 15, with work on existing structures between 7:30 a.m. and 4 p.m., and grounds work between 7 a.m. and 7 p.m. Ground-mounted systems in public access areas require 6-foot chain-link fencing, and overhead power lines are not acceptable at Oden Fish Hatchery due to underground utility obstructions and generator backfeed concerns.
The lease amount at each location is a lump sum of $1.00 over the contract term. Contractors must provide 15-minute interval electricity consumption data and access to facility drawings and underground utility maps, with instructions available in Amendment No. 2. For Seven Lakes State Park, the net metering program has a 150 kilowatt limit under Consumers Energy, though the contractor may negotiate alternative arrangements directly with the utility regarding multi-meter configurations and excess power purchase arrangements. Each location requires a digital display for real-time and accumulated power production readings, with the DNR providing the kiosk structure and interpretive signage. The contractor is responsible for confirming all underground utility locations and obstructions, and no mandatory tree replacement policy applies to trees removed during construction.

# Bidder Question Answer 1 Exhibit 4 – Oden
Fish Hatchery Power Use Summary and Utility Bills
All Can you provide interval data from the site showing hourly or 30 minute electricity consumption history? The utility should be able to provide this information.
See attached 15-minute interval data from Consumers Energy for Oden Fishery for the last 12 months, 9/1/2018 to 8/31/2019.
2 Schedule B - Pricing All What will be the lease amount at each location being bid?
The lease amount is a lump sum $1.00 over the contract term. See attached revised Schedule B – Pricing.
3 Exhibit 1 – Map of Seven Lakes State Park and Exhibit 2 – Map of Oden Fish Hatchery
All Would you be able to provide maps of the existing underground utilities for each proposed site?
Refer to Amendment No. 2 for instructions to vendors to access these drawings.
4 Statement of Work, Section 1.2.2 System Design and Construction Requirements
3-5 Are there any limitations on work hours/times for either location? It was mentioned at Oden that the preferred tie-in timing would be mid-July to mid- August. Are there any other critical scheduling events that need to be taken into consideration at either site?
At Seven Lakes State Park, DNR would prefer the work to be done outside of the busy season which is Memorial weekend to Labor Day weekend. If work must be done during the busy season, work should be done on weekdays between the hours 8am and 6pm. Tie in time in the busy season would need to be coordinated with the DNR park supervisor and minimize disruption to campers and visitors.
At Oden Fish Hatchery, the only seasonal limitation to when the work can be done is that connection to the hatchery electrical service must happen between July 15th and August 15th. Work being done on existing hatchery buildings and structures must occur between the hours of 7:30am and 4:00pm. Work on hatchery grounds must occur between the hours of 7:00am and 7:00pm.

5 Schedule A – Statement of Work, Section 1.8 Other Requirements and Conditions
10 Would you clarify if we will need to replace any trees removed during installation with new trees at a separate location on the sites. If so can you clarify if these will need to be one for one replacements or what the requirements would be?
There is no policy on replacement of trees that are removed due to construction projects.
6 Exhibit 1 – Map of Seven Lakes State Park
N/A Would you please provide a map of the EMR restricted areas at the Seven Lakes Campground?
See attached Exhibit 1 – Map of Seven Lakes State Park – Revised.
7 Exhibit 2 – Map of Oden Fish Hatchery
N/A Would you be able to provide an updated map of Oden Fish Hatchery showing where additional acceptable locations for solar installations might be possible?
See attached Exhibit 2 – Map of Oden Fish Hatchery – Revised.
8 Exhibit 2 – Map of Oden Fish Hatchery
All Can you provide a one line drawing of the facility?
Refer to Amendment No. 2 for instructions to vendors to access these drawings.
9 Exhibit 4 – Oden Fish Hatchery Power Use Summary and Utility Bills
All Can you provide the 15 min interval data for a year?
Please refer to response to Question #1.
10 Exhibit 2 – Map of Oden Fish Hatchery
All Is it acceptable to have above ground power lines from the array to the point of connection? If so, what clearance is required?
If not, can a map and depths of underground obstructions? (the reason I'm asking that is the transformer and main meter is at the main building, they also have a backup generator with automatic transfer switch. If the power is connected anywhere but between that main distribution panels and the main meter before the backup generator the solar array would back feed the generator and if it is running it will at minimum blow up the electronics of the generator and void the warranty at worse completely blow it up) (there is really nice driveway all the way around the main building and a LOT of underground piping and stuff that an underground power line would need to
go. An overhead would be ugly but would avoid those problems. I'm not sure what they want to do)
No, it would not be acceptable to have above ground power lines from the array to the point of connection at the Oden Fish Hatchery.
Refer to Amendment No. 2 for instructions to vendors to access these drawings.
The Contractor must confirm the location of all underground utilities and obstructions.
11 Schedule A – Statement of Work, Section 1.2.5 System Monitoring
7 Will an informational kiosk be required or kiosk web portal to allow performance data to be provided for the Oden Fish Hatchery?
Contractor to provide a digital display for kiosk that includes a real time and accumulated reading of the power being produced by the array. DNR to provide kiosk and signage interpreting the output in some fashion.

18 Exhibit 1 – Map of Seven Lakes State Park and Exhibit 2 – Map of Oden Fish Hatchery
All At the walkthrough it was specified that most areas were to be carports, and only certain areas were to be used in the grass. Could you specify the grass areas that can be used?
See attached Exhibit 1 – Map of Seven Lakes State Park – Revised.
Carports are not acceptable at Oden Fish Hatchery. The grassy areas are defined on Exhibit 2 – Map of Oden Fish Hatchery - Revised.

7 A display was mentioned at the walkthrough. Could you give some definition around what you are expecting from the display?
Please refer to response to Question #11.
20 Schedule A – Statement of Work, Section 1.1 Project Description
1 A large portion of the site was defined as “Mississauga Rattle Snake Territory”.
Could you give a clearer definition of this area?
See attached Exhibit 1 – Map of Seven Lakes State Park – Revised.
21 Exhibit 3, Parts1-4 Seven Lakes Power Use Summary and Utility Bills
All Can you tell us if Consumers classifies this as one service or seven separate services?
Based on our conversations with Consumers, under their current net metering program there is a limit of 150kW for the Seven Lakes State Park facility. For other programs they may be willing to look at the energy generated behind each meter separately. The Contractor should contact Consumers to verify application for their proposed solution.
