About this file

This is Addendum Three to RFP 18-820-26 issued by the State of Alaska, Department of Environmental Conservation, Division of Administrative Services on March 10, 2026. The addendum provides clarification regarding the sampling schedule for the Tongass Narrows water-quality sampling project. The State clarified that when a date range is specified in the scheduling table (denoted by "to"), contractors are required to conduct only one sample event during that date range rather than collecting samples daily throughout the period. For sample events involving Microbial Source Tracking (MST) analysis, sampling timing is constrained by established courier flight schedules and availability in Seattle, providing limited flexibility within the specified date range. For sample events that do not include MST sampling, contractors have greater flexibility to schedule collection anywhere within the designated date range. The addendum specifies that all proposal submissions must include individual written acknowledgment of receipt of all addenda; failure to provide such acknowledgment may result in the proposal being classified as non-responsive and rejected from consideration.

No pricing, funding, or other material contract terms are addressed in this addendum. All other terms and conditions of the original RFP remain unchanged. Prospective bidders must ensure compliance with this clarification when developing their sampling schedules and must submit the required acknowledgment with their proposals by the deadline of 1:00 p.m. Alaska Daylight Time on Wednesday, March 18, 2026.

RFP # 18-820-26 – Addendum Three

To: Interested Parties of RFP 18-820-26 Date: Tuesday, March 10, 2026

From: Heather Zepp – Procurement Specialist 3 Subject: RFP# 18-820-26

Department of Environmental Conservation Addendum Three

Division of Administrative Services

The following question was received regarding RFP 18-820-26 for Tongass Narrows Sampling for the State of

Alaska, Department of Environmental Conservation, Division of Water. The State’s response is provided below.

Question:

After reviewing the addenda, I am still unclear on this question:

In the scheduling table, when a sample event has a date range, are samples to be collected every day during the range, or only one set of samples to be collected on any day within that date range?

State's Response:

“If there is a date range (denoted by the word 'to'), then one sample event needs to happen sometime during that date range. If MST samples are not being collected, there is more flexibility with when the sample is collected. For the MST sampling, we are relying on established flights and the availability of a courier in Seattle.

For example, from the schedule for sample event 3 (underlined in red), the samples could be collected on either

5/4/26 or 5/6/26. For sample event 7 (underlined in blue), the samples don't include MST sampling, so they could be collected during the date range, on 7/5/26, 7/6/26, or 7/7/26.”

All other terms and conditions for this Request for Proposals (RFP) remain unchanged.

The proposal documents require individual acknowledgment of all addenda to the drawings and/or specifications. This is a mandatory requirement, and any proposal received without acknowledgment of receipt of addenda may be classified as non-responsive.
