About this file

This document is a Questions and Answers (Q&A) related to Request for Proposal (RFP) 15-PS-35 for the "In Your Corner" Outreach Campaign Part II in the state of Washington. The project objective is to increase statewide awareness and use of the UTC toll-free consumer protection help line through a mixed-media outreach campaign. The RFP references previous campaigns in 2013 and 2014 conducted by The Connections Group and Ad Mark Services respectively, with creative produced by VMG Studio520. The RFP has a not-to-exceed amount of $225,000 for a comprehensive media buy, added value, and any additional materials to meet the objectives. The contract is for the Thurston County jurisdiction.

The Q&A clarifies that the $225,000 budget should cover the full media buy as well as any additional materials, and that the bidder is responsible for demonstrating how to best utilize the funds. The RFP does not require a full detailed budget, but rather a breakdown of estimated media purchases, expenses, and agency rates. There is no incumbent for this specific RFP, as it is the third media campaign requested by the agency.

RFP15-PS-35 “In Your Corner” Outreach Campaign Part II -

Question and Answers Nov. 7, 2014

Q: On page 3 you reference working with Seattle-based communication consultants on this work recently, who did this work with you before?

A: 2013 Campaign: The Connections Group and 2014 Campaign: Ad Mark Services

Q: Did the same Seattle-based communication consultants create the campaign that will be used again? If no, who created it?

A: The creative was produced via a subcontractor: VMG Studio520

Q: Why are you putting this work out for bid now? Are you required to or is it just time for a new partner?

A: This work has always been scheduled to be a two–part project.

Q: Can you please explain the two different cost numbers listed on pages 4 and 15? The first references a not-to-exceed amount of $225,000 and the latter references the maximum fee as

$120,000. Is this an error, or can you clarify the difference in the numbers?

A: The correct amount is $225,000.

Q: Can you give a flavor of the types of efforts that were successful in the past that correspond with numbers 3, 4 and 5 on page 4?

A: These are just examples of potential added value opportunities the commission finds acceptable. Not all have been utilized in the past. We have been successful with partnerships, on-air interview both television and radio, using local talent to act as spokespersons for the message etc.

Q: Is there an incumbent agency?

A: This is the third media campaign we are requesting proposals for. The first in 2013 was awarded to The Connections Group. The second in 2014, to Ad Mark Services.

Q: How much of the budget should be allocated to media buying vs. actual creative production?

A: We have creative from the 2014 campaign we plan to use for this media buy. This includes bus sides, tails, and interiors, a :30 television and :30 Radio ad.

Q: Does the $225,000 include the full media buy as well as the development of materials?

A: The $225,000 should include a comprehensive media buy, added value, and any additional materials the bidder believes will enhance the effectiveness of the effort. It’s the bidder’s responsibility to demonstrate how to best utilize the funds to meet the objectives listed in the

RFP.

Q: Are you looking for a full budget proposal or just agency rates? If a full budget, could you provide a more specific scope of work?

A: The budget proposal should contain a breakdown of estimated media purchases, expenses, and agency rates.
