About this file
This document contains the Questions and Answers for Request for Proposal (RFP) 15-PS-35, which is for the "In Your Corner" Outreach Campaign Part II for the state of Washington. The campaign objective is to increase statewide awareness and use of the UTC toll-free consumer protection help line through a mixed-media outreach campaign. The RFP states the total contract amount is $225,000, and the successful bidder will be expected to purchase media in the state's major markets of Seattle/Tacoma, Spokane, and Tri-Cities/Yakima. Existing creative assets (television, radio, and outdoor) are to be used, with television ads being 30 seconds and radio ads being 30 seconds. The RFP coordinator is Anna Gill, and all proposals should be sent to her at agill@utc.wa.gov.
Regarding pricing, the RFP states that all costs must come from the $225,000 contract amount, and the agency cannot pre-pay for services without actual media invoices. Payment terms are net 30 days. The RFP indicates that past research related to the campaign will be provided to the successful bidder and must be paid for out of the $225,000 contract amount.

RFP15-PS-35 “In Your Corner” Outreach Campaign Part II -
Question and Answers Nov. 5, 2014
Q: If the budget is $225,000 and what you want is radio advertising media and whatever transit and outdoor can be added in; and you want bonus one for one’s etc, then there would be no cost if we handled it. The 15% commission of $33,750, would cover any labor and out-of-pocket costs.
No added costs. Any confirming information relative to budget would be the biggest question that we have – is it $225,000 or something less?
A: The total contract will be for$225,000. All costs will need to come from that amount.
Q: Page 7, reference made to Amanda Maxwell as the FRP Coordinator.
A: This is an error, Anna Gill is the RFP coordinator. All proposals should be sent to her at agill@utc.wa.gov.
Q: The geography specs say 39 counties. Targets for the service may be grouped in specific geo areas. When is that discussed. It’s a targeting issue.
A: Although not mentioned in the RFP, we expect that the successful bidder will be able to at least purchase media in the state’s major media markets: Seattle/Tacoma, Spokane, Tri-cities/Yakima.
Q: Does your team provide geo and demo history?
A: Yes.
Q: Research – paid for by this $225,000? Assume so. Can we get copies of the research done to date? Want the proposal and results and any supporting cross-tap data.
A: Yes, the research will need to be paid by the $225,000.
Q: Can we get copies of the research done to date? Want the proposal and results and any supporting cross-tap data.
A: Yes, you can get copies of past research.
mailto:agill@utc.wa.gov
Q: You want to use existing creative. Assume that is produced: radio, outdoor and transit art, television? Commercial lengths please.
A: Yes, existing creative (television, radio and outdoor) is to be used. Television is :30 Radio :30
Q: The media invoices at the end of each run month. We collect their invoices over the course of the next 15-20 days and pay them as they come in. We like to have your funds before we do this.
So we invoice you at the beginning of each month before we receive the vendor invoices. We ask of 15 day payment and pay the media once we receive their invoice. At the end of the campaign, 6 months (?), we tally up all the vendor invoices FOR ALL THE MONTHS, send them to you, and include a check for any media credits. Is that acceptable?
A: No. We cannot pre-pay for services on an invoice without having actual media invoices attached to show that the deliverables on the contract have been met. In addition, all our contracts are a 30 day payment.
