About this file

This is Solicitation Addendum No. 4 for RFP 1100 DCM3050 issued by Austin Financial Services – Central Procurement on September 24, 2026, pertaining to Strategic Energy Management Services for the City of Austin, Texas. The solicitation seeks an experienced Strategic Energy Management firm to deliver statistical and behavioral-focused energy management services to large institutional and commercial property portfolios in Austin. The addendum incorporates revisions to the Solicitation Cover Sheet (Version 4) and Scope of Work (Version 1), and clarifies that offerors shall provide recommendations demonstrating expertise in the Austin market without a prescribed customer portfolio or facility volume baseline. The contract structure includes an initial two-year term with potential extension options through a five-year term, with specific response time and coverage requirements for emergency technical support detailed in the updated Scope of Work Section 4.8.3.

The maximum contract value is $250,000 per contract year, with the initial two-year term capped at $500,000 and potential growth to $1.25 million if extended for the full five-year contract period. The solicitation permits required Certified Energy Manager (CEM) and ASHRAE Building Energy Assessment Professional (BEAP) credentials to be satisfied by different team members, including named subconsultants, and allows qualified subcontractor personnel to demonstrate required credentials and relevant case references. Offerors are responsible for proposing their expected customer and facility volume, fee structure, program milestones, and bonus measurement criteria based on industry best practices, with no minimum workload or committed fee specified. The addendum requires acknowledgment and return of one copy prior to the solicitation closing date, with failure to do so constituting grounds for offer rejection.
