About this file
This is Addendum 2 to RFP 1100 DCM3050, issued by Austin Financial Services – Central Procurement on September 18, 2026, for Strategic Energy Management Services to be provided to the City of Austin, Texas. The solicitation seeks an experienced Strategic Energy Management program provider to coordinate with Austin Energy and deliver statistical and behavioral energy management services to large institutional and commercial property portfolios within the city. The scope targets facilities of 150,000 square feet or larger, with an estimated 100 eligible facilities within Austin's jurisdiction. Questions were due October 2, 2026, at 5:00 p.m., and offers are due October 15, 2026. The contract term is 24 months with options for up to three additional one-year extensions, potentially extending to five years total. Vendors must propose a reasonable number of customer projects to be completed annually and articulate expected results, with the first year anticipated to emphasize engagement and recruitment, and the second year expected to demonstrate quantitative benefits.
The budget is capped at $250,000 per contract year, with an additional $50,000 bonus available at the end of each year, equating to $500,000 for the initial two-year term and potentially $1.25 million over a full five-year contract period if all extensions are exercised. Vendors are free to propose their own Measurement and Verification methodologies consistent with the Scope of Work requirements. The addendum clarifies that proposals shall not exceed eight pages using a minimum 12-point font and confirms the October 15, 2026, proposal deadline. Offerors must acknowledge receipt of this addendum by returning one signed copy with their proposal prior to the solicitation closing date.

SOLICITATION ADDENDUM
AUSTIN FINANCIAL SERVICES – CENTRAL PROCUREMENT
RFP 1100 DCM3050 – Addendum 2 1 | P a g e
Solicitation: RFP 1100 DCM3050 Addendum No: 02 Date: September 18, 2026
This addendum is to incorporate the following changes to the above referenced solicitation:
1.0 Clarifications:
1.0.1 The Solicitation Cover Sheet published with the solicitation has been deleted and replaced with the following, labeled Solicitation Cover Sheet R2 - Confirming Offer Due Date is October 15, 2026 and questions Due October 2, 2026 @ 5:00 p.m.
1.0.2 The Solicitation Instructions published with the solicitation has been deleted and replaced with the following, labeled Solicitation Instructions R1 - Section 10.3 has been revised to read “No more than eight (8) pages using a minimum 12-point font”
2.0 Questions:
Q1: The Scope of Work Budget: Section 1.0 says "up to $200K annually" with a "$50K bonus available at the end of each Contract year," but also caps "the maximum budget allocated for this project" at $250,000 total. The contract term is 24 months plus up to three 1-year extensions (potentially 5 years). It's unclear whether the $250K cap applies per year, per the initial 2-year term, or across the full 5-year life of the contract if extended. Can you clarify the overall budget?
A1: The $250K cap applies to one contract year, or up to $500K for the initial 2-year term. The $250K cap is the total budget available in any one contract year. If the contract options are extended for the entire 5-year contract term, the contract could be up to $1.25M over 5-years.
Q2: Measurement & Verification Methodology: Section 4.3.1 references statistical analysis of 24 months of energy use and load profile as part of the Energy Baseline Analysis. Does Austin Energy have a preferred or required M&V approach (e.g., IPMVP Option C whole-building regression), or are we free to propose methodologies, including measure-level (bottoms-up) metering where appropriate, consistent with Section 4.3?
A2: Yes, Vendors are free to propose their own methodologies for Measurement & Verification.
Q3: Program Scale: The Scope of Work does not specify an expected number of SEM participants. How many SEM-eligible facilities (150K+ SQFT, Primary target industries, Austin Energy utility customers) does Austin Energy estimate exist within the City's jurisdiction?
A3: The estimated number is about 100, which exist within the City’s jurisdiction. The successful vendor is expected to have an existing, experienced SEM program. As part of their proposal, vendors should clearly describe their approach, methods, resources, and data analysis to engage with Property Portfolio Management.
Q4: Program Scale: The Scope of Work does not specify an expected number of SEM participants. Does Austin Energy have a target number of participants, or a preferred facility size/type mix, it expects the Contractor to recruit within the proposed budget?

A4: Vendors shall propose what they consider to be a reasonable number of customer projects that can be completed annually, along with what results are expected, and what results Austin Energy can expect for the investment made. The initial contract term is a 2-year initial term: the first year is expected to be heavy on effort and engagement, and the second year- Ausitn Energy expects to see some quantitative benefits.
Q5: Please confirm the intended page limit where section 10.3 states “four (8)” pages, and A5: Please reference Solicitation Instructions R1.
Q6: What cutoff time and time zone apply to the October 2 question deadline?
R6: Please reference Solicitation Cover Sheet R2
Q7: Which proposal deadline governs, given that the revised cover sheet lists both October 15 at 2 p.m. and October 22?
Q7: Please reference Solicitation Cover Sheet R2
3.0 ALL OTHER TERMS AND CONDITIONS REMAIN THE SAME.
