About this file
This is Attachment S - Tie Breaking Certifications for RFP #10911 from the Florida Department of Juvenile Justice (DJJ), which outlines the tie-breaking preferences that apply when two or more proposals are equal in price, quality, and service. The document establishes five categories of preference in order of precedence: Drug Free Workplace (per F.S. 287.087), Certified Minority Business Enterprise (per F.S. 287.057(11)), Service Disabled Veteran's Business Enterprise (per F.S. 295.187(4)), Florida Business (per F.S. 287.084), and Foreign Manufacturer with a Factory in Florida (per F.S. 287.092).
The certification form requires respondents to check "True" boxes next to any applicable designations and provide supporting documentation if selected. For CMBE and Service Disabled Veteran designations, respondents must also provide their net worth amount, as this will be used as a final tie-breaker when multiple vendors qualify for preferences. The form includes provisions for drug-free workplace programs, certified minority businesses, service-disabled veteran enterprises, Florida-based businesses, and foreign manufacturers with Florida factories employing over 200 state residents.
