About this file

This request for proposals solicits tax-free fuel cards to provide unleaded gasoline and diesel fuel purchases for authorized U.S. Government and NATO personnel in Italy. The Defense Logistics Agency Energy seeks proposals to manage approximately 18,000 fuel cards over a five-year period from July 2024 to March 2029, with options to extend an additional two years. Offerors must demonstrate ability to provide monthly billing statements; ensure fuel card acceptance at sufficient stations within 5, 25, and 50 kilometers of U.S. and NATO installations; and maintain online reporting of fuel usage data and reports divided by activity, fuel type, and vehicle type. Proposals are due by December 18, 2023 and will be evaluated based on overhead and surcharge pricing, fuel card specifications and features, implementation plan and customer service, and availability of participating fuel stations within specified distances of bases. The selected contractor must operate a card system with centralized invoicing to the Navy Exchange and deliver transaction details for re-invoicing individual cardholders.
