This Request for Information solicits feedback on a draft Statement of Work, Performance Specification Document, and Instrument Mission Assurance Requirements Document for a Phase A study of a proposed Low Earth Orbit Microwave Sounder instrument. The Sounder will fly on National Oceanic and Atmospheric Administration satellites beginning with a planned 2031 launch. The study has a 12-month period of performance with a final report due one month before completion and risk/technology reports due two weeks before. NASA will award up to four fixed-price contracts valued at approximately $5 million each. Respondents are asked to comment on the feasibility of the study scope and schedule, clarity of requirements, and potential early technology or risk reduction efforts. Interested parties should also submit a five-page capability statement by November 8, 2022 indicating ability to perform the study. NASA may hold individual meetings with respondents and will use the information received to finalize the request for proposal.
