About this file
This document provides an overview of the National Oceanic and Atmospheric Administration's Low Earth Orbit Environmental Observation System program and details a request for information related to the Sounder for Microwave Brightness and Analysis Phase A study. The LEOS program aims to transition polar satellite observations to a mix of small and medium low Earth orbit platforms using commercial partners. QuickSounder is a risk mitigation small satellite microwave sounding mission that will be implemented within three years. The Phase A study RFI seeks input on a definition study for the Sounder for Microwave Brightness and Analysis instrument planned for the first LEOS series in 2031. The National Aeronautics and Space Administration Goddard Space Center intends to award up to four $5 million firm fixed price contracts for a 12-month Phase A study. Responses are requested by November 8, 2022 regarding the study scope and requirements defined in the attached documents.

The Joint Polar Satellite System (JPSS) and Low Earth Orbit (LEO) Observation System (LEOS)
NESDIS
Tim Walsh System Program Director LEO Programs NOAA/NESDIS
Program Overview
National Environmental Satellite, Data, and Information Service
JPSS Transition to Low Earth Orbit (LEO)
In FY 2022, NOAA began conceptualizing the LEOS
Program (Low Earth Orbit–Environmental
Observations System) to set the stage for managing future polar and other low earth and medium earth orbit satellite observations as loosely coupled projects.
Make use of industry’s significant investment of funding, expertise, and innovation.
Place capabilities where and when we want them, enabled by shorter development timelines and more frequent launches.
Provide more capability at a better price, leveraging smaller and more capable instruments and satellites.
Achieve greater agility to incorporate continuous advancement, using new business models and partners.
Exploring “New Space” with QuickSounder
• Developing QuickSounder to transition from JPSS to Low Earth Orbit (LEO) observations that will include a larger commercial component
• SmallSat microwave sounding mission
• Risk mitigation mission implemented and flown for NOAA within 3 years
• Mission will include a NASA Rapid Spacecraft Development Office bus with the refurbished ATMS engineering development unit made available during the ATMS acquisition
• Will provide additional critical microwave sounding observations in an orbit different than the traditional early afternoon JPSS orbit
• QuickSounder Milestone 2 review was successfully completed in December 2022 QuickSounder Satellite Concept
Transition to LEOS
Mix of observations with higher mission impact
• Mix of small and medium platforms
• Enhanced imagery and high-latitude coverage
• New & more observations needed by models
More agility to adapt to changing needs
• Disaggregated LEO – smaller building blocks allow for separation of essential vs less critical missions
• Onramps for new technologies
• Evolving and integrating partner observations
New business models
• Data purchases, ride shares, hosted payloads
• Commercial communication & data-relay services
• Instruments of opportunity
The Sounder for Microwave Brightness and Analysis
(SMBA)
• December 2022 Industry Day for the Phase A Study
• Backbone microwave sounder for the LEOS program
• Request for Information released, with Phase A study awards expected to be made in the 1st quarter of FY2024
SMBA Phase A Procurement Schedule
