About this file
This document is a Request for Information (RFI) containing technical questions for an image manipulation software solution for the National Geospatial-Intelligence Agency (NGA). The RFI seeks detailed technical capabilities across three primary areas: (1) extracting and manipulating embedded geospatial image layers, including transparency and re-layering techniques for topographical GeoPDFs, (2) batch processing capabilities for converting 5,000 PDF documents into TIFF, JPEG, and XML metadata formats with specific performance, storage, and automation requirements, and (3) combining multiple single-bit TIFF images into multi-page images with specific handling of varying image dimensions, output formats, and compression methods.
The technical questions are comprehensive, requiring vendors to provide specific details about their solution's technical capabilities, including performance estimates, storage requirements (cloud or NAS), output destination configurations, image handling techniques, and error management for input files. The RFI indicates NGA will accept partial solutions provided all required features can be procured, with a preference for Windows-based or cloud applications. The response deadline is extended to July 22, 2025, with responses limited to 10 pages, and the anticipated contract start date is no later than April 2026. The procurement is a full and open competition without specific set-asides, targeting U.S.-owned entities with software solutions aligned with MIL-STD-3060 color and printing specifications for geospatial products.

1. Our source material is a topographical GeoPDF containing a hill shade raster image embedded as a TIFF layer underneath the vector data. Describe in detail the steps your solution would take to complete the following:
Detect and extract the embedded hill shade TIFF.
Apply transparency to the hill shade image (specify the method, e.g., setting a color as transparent or using an alpha channel).
Re-layer the transparent hill shade above the vector data in the output image (specify the output image format, e.g., Geo TIFF, PNG).
How would you verify the correct layering and transparency in the final output, ensuring it prints as intended?
2. "For a batch of 5,000 PDF documents, provide detail how your solution’s conversion process would do the following:
Performance: Provide an estimated timeframe (in hours or minutes) for generating a TIFF version, a JPEG version, and an associated XML metadata file for each PDF. Specify the hardware configuration (CPU, RAM, storage type) assumed for this estimate.
Storage: Does your solution require cloud storage for processing, or can it operate using a local Network Attached Storage (NAS) device? If NAS is supported, specify any minimum requirements (e.g., minimum transfer speed, protocol).
Automation and Output Destinations: Describe how your solution can be automated to store the resulting TIFF, JPEG, and XML files in di erent output destinations (e.g., specific folders on the NAS, di erent cloud storage buckets). Specify the configuration options available to control these output destinations."
3. "Describe the process your solution would use to combine multiple single-bit (black and white) TIFF images into a single, multi-page image. Specifically address the following:
Image Handling: How does your solution handle images of varying dimensions or resolutions? Will the output image maintain the original dimensions, or will scaling or cropping be necessary?
Output Format: What output image format is produced (e.g., multi-page TIFF, PDF, other)?
Compression: What compression methods are supported for the output image, and how are these configured?
Error Handling: How does the solution handle corrupted or invalid input TIFF files?"
