About this file
This is a Request for Information (RFI) from the National Geospatial-Intelligence Agency (NGA) seeking commercial off-the-shelf (COTS) solutions for an image manipulation and workflow management system. The RFI targets a comprehensive software solution with capabilities including file manipulation (up to 10GB), color modification, barcode/QR code generation, file conversion between PDF/TIFF/JPEG, and metadata management. NGA is open to partial solutions that can ultimately meet all specified requirements, with a preference for Windows-based or cloud applications that are ready for immediate implementation.
Key submission details include a response deadline of 5:00 pm ET on 08 June 2025, with responses limited to 10 pages and submitted via email to Matthew Hoffman. The anticipated contract start date is no later than April 2026, with the contractor required to be a U.S.-owned entity. NGA indicates a desired but not mandatory TS/SCI security clearance, and the work is expected to be unclassified. The RFI specifically invites vendors to demonstrate their capabilities in image manipulation, batch processing, and workflow management systems, with the ultimate goal of developing a solution for quality control of geospatial products.

2.0.1 Necessary Information NGA is willing to accept partial completion of the below requirements, as in a system that handles Image Manipulation, a separate one for Workflow
Management, etc. The goal is for an all-in-one solution. However, there must be a path for NGA to fulfill all of the requirements listed through any partial suggestions. NGA is also requesting that the systems be either Windows-based or Cloud Applications. This system must be ready on day 1, no development work necessary.
