FIRSTSOURCE II
RFP HSHQDC-12-R-00005
FIRSTSOURCE II RFP Vendor Questions
Question Comment Response
Will the contractor be able to charge standard overhead on the approved travel expenses?
F.6 has been modified to include statement that work may be OCONUS and allow for travel.
The provision does not discuss travel costs to include G&A or other standard overhead calculations.
Any provisions for the allowance of additional costs, travel, per diem, etc. for a Delivery Order whose place of performance is OCONUS will be outlined in the Delivery Order solicitation.
The specification call out for minimum 2 GB
Ethernet connectivity. Should read minimum 2
Gb Fibre Channel connectivity since Fibre
Channel is the category and is measued in
GigBits per second
Please see updated language provided in
Amendment 00002, where this language has been changed.
For option # 3 - 15" 1U Rack Mounted Display with trackball - Industry standard is trackpad, and we request revision of the spec to allow for either integrated trackball or integrated trackpad. This will allow for a greater scope of offerings and will help to achieve greater cost reductions on this item for DHS.
Trackpad is acceptable
It appears the Government has placed a computer warranty on a peripheral piece of equipment. External
Modems are typically covered for a Manufacturer's
Warranty of one year, which can be extended. Will the Government please change the language to read
"Standard Manufacturer's Warranty"?
Please see updated language in Amendment
00002, where warranty language has been revised for External Modems.
This section contains a requirement for "Minimum
4Gb Ethernet connectivity". 4Gb is not an Ethernet standard speed, but rather a Fibre channel standard speed. Please clarify if the intention is to provide four
1Gb Ethernet interfaces, or a different intention.
Windows XP, Vista and Windows 7 and MAC OS may be required by the cusotmer, providing licenses is not a requirement.
Commercial quality monitors designed to connect to a client computer (DT or NB) do not come equipped with TV tuners now due to HDMI, DVI and VGA inputs. These components have replace the need for analog tuners on Displays and are standard on monitors today. Would DHS please remove the requirement for the TV tuner?
Please see updated language in Amendment 0002, where TV tuner has been changed to an "external
TV tuner" in Section 2.3.7. (TV tuner should not be under any of the specific monitors sub-section above 2.3.7)
Is there are requirement to provide configuration sheets with Sample Delivery Order Pricing matrix? Or will such sheets be required in each Delivery Order?
There is no requirement to provide specification sheets for the purposes of this solicitation. The quotes offered through this matrix are expected to meet or exceed all required minimum specifications as outlined in “Minimum
Configurations” document. No additional credit will be given for exceeding any minimum specifications within the proposal. The vendor may be required/requested to provide specification sheets at the Delivery Order level, once the contract has been awarded. That decision will be contingent upon the Individual Order
Component(s) and Contracting Officer(s), respectively.
Will DHS require that pricing for shipping be included on the Sample Delivery Order? If so, what type of shipping (e.g. ground, 2-day, overnight), and will
DHS provide destination locations? Alternatively, would DHS consider that pricing for shipping not be included as a requirement at the contract level and on the Sample Delivery Order?
No pricing for shipping shall be included on the
Sample Delivery Order. DHS anticipates that all
Delivery Orders issued under FirstSource II will be FOB destination, and that unless otherwise specified, FirstSource II vendors should use ground shipping for their respective Delivery
Order proposals. The delivery order location for
DHS Headquarters is 245 Murray Lane SW, Washington, DC 20528. Individual Delivery
Orders that request expedited shipping or
OCONUS shipping will delineate the specific requirements and acceptability of additional/segmented delivery charges.
