About this file
This document is an Exhibit B Specifications file for a Washington State Department of Enterprise Services (DES) Request for Information (RFI) regarding Flooring and Installation Services. The solicitation seeks to establish a comprehensive contract for carpet, solid vinyl tile (SVT), luxury vinyl tile (LVT), and luxury vinyl plank (LVP) flooring products with stringent technical and green specifications. The document outlines detailed performance requirements, including durability standards, wear resistance, stain resistance, flammability compliance, and environmental certifications for flooring materials.
The specifications emphasize rigorous green requirements, mandating products be free of per- and poly-fluoroalkyl substances (PFAS), coal fly ash, polyvinyl chloride, and other potentially harmful materials. Specific technical standards are established for carpet and resilient flooring, including minimum tuft bind strength, stain resistance ratings, texture appearance retention, wear layer thickness, static load resistance, and slip resistance. Vendors must provide third-party certifications such as SCS FloorScore, UL GREENGUARD GOLD, or Cradle to Cradle Certified to demonstrate compliance with environmental and health standards. The contract appears designed to provide eligible purchasers with high-quality, environmentally responsible flooring solutions across various commercial applications.
