About this file

This is an Amendment 1 Questions and Answers document for RFI0027-26, a pre-solicitation request for information issued by the Federal Prison Industry (UNICOR) under the Department of Justice Bureau of Prisons regarding office furniture system parts and components. The RFI seeks to identify small business vendors capable of supplying furniture systems components that UNICOR will use in the manufacture of office furniture. Components may include either finished components for field assembly or unfinished components that are part of larger finished goods. Standard panel widths, overheads, and work surfaces are provided in an attached spreadsheet (measurements in inches), with a 42-inch-high ADA countertop surface specified.

Delivery is required within 21 calendar days and is non-negotiable at this stage. Specific performance requirements such as ISO 9001 certification, ANSI-BIFMA certification, Indoor Advantage, UL, and flammability standards will be addressed in the actual solicitation rather than the RFI. Similarly, requirements regarding vendor qualifications, product compatibility with existing UNICOR products, whether manufacturers or distributors are eligible, specification tool support, acceptance of configuration variances, and mandatory product line completeness will all be determined in the subsequent formal solicitation. This RFI does not result in contract awards; its purpose is solely to gauge vendor availability and interest. Questions were answered on February 5, 2026, with RFI results not eligible for public posting.

RFI0027-26

Systems Parts and Components for Office Furniture Manufacturing Amendment 0001 – Questions/Answers

1) The RFI references a 42-inch-high ADA countertop surface; however, we did not see specifications for the widths of the panel systems, overheads, or work surfaces. Do you have typical or standard widths that are preferred or currently in use, or should respondents assume common industry standards? Please see attached spreadsheet. The unit of measure for the spreadsheet is inches.

2) Will results of the RFI and potential interested vendors be publicly available after 2/12/2026? Results of an RFI are not eligible for public posting. Questions are being answered today, 02/05/2026.

3) Is a potential vendor required to have certain certifications or performance requirements, ie. ISO 9001, Level, Indoor Advantage, UL, Flammability, etc.? Requirements for performance will be announced in the actual solicitation. The purpose of this RFI is to determine the availability of small business vendors interested in performing this requirement.

4) Is a potential vendor required to have available all test reports by a certified testing laboratory showing ANSI-Bifma certification for all products offered? This requirement will be addressed in the actual solicitation. The purpose of this RFI is to determine the availability of small business vendors interested in performing this requirement.

5) Can you clarify what is meant by “components”? Are you looking for finished components to be used in the field assembly of workstation furniture, or unfinished components and assemblies that are part of a larger finished good that UNICOR manufactures? What amount of work is UNICOR looking to perform with these components? Components in this matter can refer to either of the definitions you listed in the question. UNICOR will use the components in the manufacture of office furniture.

6) The RFI documents state “Delivery is 21 days for all deliveries.” Does this mean business days or calendar days? Is the delivery timeframe negotiable? Are there liquidated damages for failure to perform? Delivery days are calendar days. The delivery time frame is not negotiable at this time. Liquidated Damages will be addressed in the actual solicitation.

7) Is there a requirement that any proposed products need to be compatible with UNICOR’s existing products? This requirement will be addressed in the actual solicitation. The purpose of this RFI is to determine the availability of small business vendors interested in performing this requirement.

8) Is UNICOR seeking to work with a manufacturer-direct or is this RFI open to responses from dealers or other distribution agents? This requirement will be addressed in the actual solicitation. The purpose of this RFI is to determine the availability of small business vendors interested in performing this requirement.

9) Are awarded vendors required to provide and support specification tools for the product(s)? e.g. Spaceplanning software, bill structures, etc. This requirement will be addressed in the actual solicitation. The purpose of this RFI is to determine the availability of small business vendors interested in performing this requirement.

10) Are you willing to entertain variances from the typical workstation configurations and specifications listed? This requirement will be addressed in the actual solicitation. The purpose of this RFI is to determine the availability of small business vendors interested in performing this requirement.

11) Will a potential vendor awardee be required to have products/pricing for all of the typicals included in this RFI? This requirement will be addressed in the actual solicitation. The purpose of this RFI is to determine the availability of small business vendors interested in performing this requirement. There will be no awardee as a result of this RFI.

Except as provided herein, all other terms and conditions remain unchanged.
