About this file

This is a Request for Information (RFI) issued by AFCEC and USSPACECOM to industry regarding a Design-Build Contractor (DBC) opportunity for the USSPACECOM Command and Control Facility (C2F) at Redstone Arsenal, Alabama. The RFI comprises seven subject-focus areas seeking industry input on anticipated constraints and recommendations: bonding capacity and structuring for a project of this scale; risks and constraints related to recruiting and retaining personnel with active security clearances (TS/SCI); labor market constraints in Northern Alabama and logistical challenges regarding subcontractor base-access clearances; additional technical parameters and system architecture details needed for the C2IT (Communications, Computers, and IT) integration scope; adjustments to the draft Governance Structure to optimize decision-making and conflict resolution; processes and enablers required from the Government on day one to support development of a transparent and executable Guaranteed Maximum Price (GMP) and early program wins; and any current policies or external barriers that could impact the mission-ready occupancy and move-in completion schedules.

The design-build project involves delivery of architectural, engineering, secure facility design, civil/structural construction, FF&E, electronic security, construction site and surveillance systems, C4IT infrastructure integration, and integrated commissioning for an approximately 800,000 gross square foot weapon system facility. The RFI was released as part of Amendment 01 on 29 October 2026, with responses due to the Government no later than end of day on 12 November 2026. Prospective contractors are directed to the ONI Marketplace challenge portal for additional details and submission procedures.

NoSubject/Focus AreaQuestion to IndustryIndustry Response
1BondingDoes your firm or joint venture foresee any capacity, underwriting, or structuring constraints regarding the performance and payment bonding requirements for a project of this scale? If so, please identify those constraints and suggest mitigating structures the Government should consider.
2Security ClearancesWhat specific risks or constraints do you anticipate regarding the recruitment, onboarding, and retention of personnel holding active security clearances (including TS/SCI) for the design-build phase of the USSPACECOM C2F?
3Labor market in Huntsville areaPlease describe any anticipated labor market constraints within the Northern Alabama region that could impact your immediate mobilization timeline, as well as your firm's long-term ability to recruit and retain qualified craft labor and technical staff capable of executing high-security design-build construction activities. Additionally, what specific logistical challenges do you foresee regarding subcontractor base-access clearances and daily entry processing at Redstone Arsenal?
4C2ITWhat additional technical parameters, system architecture details, or interface exchange requirements should the Government provide to enable your firm to accurately scope and price the integrated C2IT (Communications, Computers, and IT) portion of this requirement?
5Program GovernanceBased on the draft Governance Structure (Exhibit A), what adjustments or collaborative frameworks would you recommend to optimize real-time decision-making, streamline design reviews, and accelerate conflict resolution during performance
6Program EnablersWhat processes or enablers is your team looking for from a Government Partner on day 1? What could our Government Team have at the ready upon award to ensure your team is successful in the development of a transparent and executable GMP and in achieving early, visible program wins.
7Barriers to SuccessIn your experience, are there any current policies or external barriers that the Government should be aware of or should be taking action on today to help clear the way for your success in meeting the mission-ready occupancy and move-in completion schedules referenced in the project Challenge Statement? What is the benefit to the Government for taking action on these policies or potential barriers now?
