About this file
This is a Minimum Qualifications Form for contractors responding to the ONIX Marketplace Challenge for the USSPACECOM Command and Control Facility Design-Build contract opportunity. Offerors must certify compliance with five core minimum qualifications to be eligible for consideration.
Financial and bonding capacity is the first requirement, mandating that offerors demonstrate the ability to provide a project payment and performance bond of at least $2.5 billion based on non-C4IT construction value. Bonds may be provided by multiple entities provided the combined total meets the threshold, and alternative security measures such as irrevocable letters of credit, parent company guarantees, or corporate balance sheet pledges are permissible if they reach the required security threshold in combination with surety bonds. Offerors must submit a letter from a Treasury-listed surety confirming bonding capacity. The second qualification requires verified CMMC Level 2 (Self) compliance per 32 C.F.R. 170.3 for the offeror and core team members to handle Controlled Unclassified Information. The third qualification stipulates that all on-site Construction Surveillance Technicians must possess active Top Secret and Sensitive Compartmented Information clearances prior to deployment. The fourth and fifth qualifications address experience requirements: mega project experience as a prime contractor in collaborative architecture and engineering design of complex projects valued at $1 billion or greater within the past ten years, and DOW C4IT mega project experience valued at $500 million or greater, including enterprise Tier 3/4 data centers and 24/7 Joint Operations Centers. Additional qualifications include experience with minimum 10-megawatt data centers and design-build experience with accredited ICD/ICS 705 SCIF/SAPF spaces exceeding 100,000 contiguous GSF and certified MIL-STD-188-1A HEMP-shielded structures with successful Pulsed Current Injection testing. Offerors must identify specific project names and page numbers from the Challenge Statement for each experience-based qualification and may submit supporting documentation as needed.
