About this file

This is a Request for Information (RFI) specification document submitted by the City of Ocala, Florida, regarding the procurement of GE Radio equipment. The RFI (SSP-245 WRS/261086) seeks to establish whether equivalent or alternative products exist to the GE MDS Orbit ECR (Edge-Connect Router) LN4 radio system. The City of Ocala intends to purchase the product listed in the attached Exhibit A, with the procurement potentially classified as a sole source acquisition. The specification document details the GE MDS Orbit ECR LN4 operating in the 450 to 520 MHz licensed narrowband frequency band, designed for secure SCADA and critical infrastructure communications. No specific quantities, response dates, due dates, site visits, or bidders' conferences are referenced in this specification document. The sole source posting shall remain listed for a minimum of fifteen (15) business days to allow interested vendors to submit documentation demonstrating that they can supply equivalent, equal, or identical products.

The GE radio specified features a 5-watt carrier power output, 120 Kbps maximum data rate, and operational range of 30+ miles per hop depending on terrain and antenna configuration. The device includes one Ethernet port (10/100 Mbps RJ-45), one serial port (RS-232/RS-485 RJ-45), and one Mini-USB 2.0 management port, with AES-128/AES-256 encryption capabilities. The equipment operates across an industrial voltage range of 10-60 VDC and temperature range of -40°C to +70°C, meeting UL, CSA, FCC, and IC safety and compliance standards. No pricing information, funding amounts, set-asides, or contract term details are provided in this specification document. Interested vendors believing they can supply equivalent products should contact Eileen Marquez, Senior Buyer, at emarquez@ocalafl.gov with supporting documentation.
