About this file
This is a Request for Information (RFI) Respondent Instructions document issued by the Air Force Nuclear Weapons Center (AFNWC) at Hill Air Force Base as part of market research for Solicitation Number FA8214PTT2COTS. The Government is seeking feedback from commercial trailer manufacturers and modification providers on the technical feasibility of adapting a COTS refrigerated/insulated semi-trailer for transport of sensitive government cargo. The RFI addresses five specific capability areas: (1) integration of six sets of large side-access doors (three per side) and one rear door set into a standard insulated van trailer while maintaining structural roof stiffness, thermal insulation, and highway durability; (2) availability of standard commercial interior wall and floor liners (fiberglass, polymer sheets, stainless steel) resistant to chemical corrosion from hypergolic vapor exposure (Monomethylhydrazine and Nitrogen Tetroxide); (3) floor reinforcement methods to integrate flush-mounted cargo tie-downs capable of securing multiple loads with a 3.0 Gs longitudinal force safety factor; (4) standard procedures for installing exterior-facing atmospheric sampling or relief ports on refrigerated trailer bodies with maintained weather and thermal seal integrity; and (5) organizational capability to provide technical documentation including CAD models, axle stress calculations, and material certifications to support military-led safety and environmental qualification testing.
Interested parties must submit written responses addressing all questions in the RFI Respondent Instructions to courtney.eubanks@us.af.mil and torrey.boggs.2@us.af.mil. This is a pre-solicitation RFI only; no contract will be awarded from this notice. The Government may conduct site visits to interested manufacturers' facilities as part of the ongoing market research. Responses will be used to determine technical feasibility of the COTS-based acquisition approach and to finalize the Government's acquisition strategy as a potential low-cost alternative to a full-scale Engineering & Manufacturing Development program.

RFI RESPONDENT INSTRUCTIONS (FOR INDUSTRY FEEDBACK)
The Government is seeking feedback from commercial trailer manufacturers and modification providers on the feasibility of this PWS:
1. Side Door Customization: Describe your manufacturing capability to integrate six (6) sets of large side-access doors (three per side) and one (1) set of rear doors, into a standard insulated/refrigerated van trailer without compromising structural roof stiffness, thermal insulation, or overall highway durability.
1. Chemical-Resistant Liners: What standard commercial trailer interior wall and floor liners (e.g., fiberglass, specialized polymer sheets, stainless steel) do you offer that can resist chemical corrosion from toxic hypergolic vapor exposure (Monomethylhydrazine and Nitrogen Tetroxide)?
Tie-Down & Floor Reinforcement: Describe how you can reinforce a standard commercial floor to integrate flush-mounted cargo tie-downs capable of securing multiple loads with a structural safety factor of 3.0 Gs longitudinal force.
Sniff Port Installation: Do you have standard procedures for installing exterior-facing atmospheric sampling or relief ports on refrigerated trailer bodies, and how do you ensure weather/thermal seal integrity around these openings?
Engineering Support for Military Testing: Describe your organization's capability to provide standard commercial technical documentation (CAD models, axle stress calculations, and material certifications) to support a military-led safety and environmental qualification program.
