About this file
This is a Performance Work Statement (PWS) for a commercial off-the-shelf (COTS) based Propulsion System Rocket Engine Transport Trailer (PTT2) procurement. The Air Force Nuclear Weapons Center (AFNWC) at Hill Air Force Base is conducting market research through a Request for Information (RFI) to identify commercial trailer manufacturers capable of producing a modified COTS semi-trailer for transporting sensitive government cargo. The Government is evaluating this acquisition strategy as a low-cost alternative to a full-scale Engineering & Manufacturing Development (EMD) program by adapting proven, commercially available refrigerated/insulated freight trailer designs.
The PWS outlines key performance requirements and technical specifications for the modified trailer, with critical areas of focus including: integration of multiple large side-access cargo doors for operational flexibility; reinforcement of the trailer floor to support heavy, concentrated loads; selection of interior liner materials compatible with hazardous chemicals; and installation of exterior-accessible atmospheric sampling ("sniff") ports for monitoring purposes. Interested commercial manufacturers are required to submit formal written responses addressing all questions in the accompanying RFI Respondent Instructions document. Responses should be directed to courtney.eubanks@us.af.mil and torrey.boggs.2@us.af.mil. The Government may conduct site visits to interested manufacturers' facilities as part of this ongoing market research to assess technical feasibility and finalize the acquisition strategy.

PERFORMANCE WORK STATEMENT (PWS)
SECOND-GENERATION PROPULSION SYSTEM ROCKET ENGINE (PSRE) TRANSPORT TRAILER (PTT2)
COMMERCIAL OFF-THE-SHELF (COTS) TRAILER PROCUREMENT & MINOR MODIFICATION
1.0 VISION STATEMENT & BACKGROUND
The vision of the Second-Generation Propulsion System Rocket Engine (PSRE) Transport Trailer (PTT2) program is to field a safe, reliable, and cost-effective highway transport trailer by adapting a proven, commercially available refrigerated/insulated freight trailer design.
Unlike a clean-sheet military design, this program utilizes a Commercial Off-the-Shelf (COTS) trailer chassis modified with select functional features (side doors, specialized tie-downs, atmosphere sampling ports, and chemical-resistant interior surfaces). The Government will assume the primary role for system-level verification, modeling, and qualification testing, utilizing the Contractor's commercial test data, engineering drawings, and a physical test article.
2.0 SCOPE OF WORK
The Contractor shall furnish all facilities, materials, labor, tools, and technical documentation necessary to deliver modified COTS semi-trailers (designated as the PTT2) and support the Government's engineering, integration, and qualification testing program.
The scope is divided into two phases:
Phase 1: Engineering Data, Modification Design, and First Article Delivery — Technical drawing submittals, modification integration (doors, tie-downs, ports, flooring), and delivery of one (1) fully functional First Article trailer for Government-led qualification and environmental testing.
Phase 2: Production & Delivery — Minor design adjustments based on Government test results, followed by the fabrication and delivery of four (4) production-configured PTT2 trailers and a spare parts list.
3.0 PERFORMANCE & TECHNICAL REQUIREMENTS
The PTT2 trailer shall be built upon a commercially proven insulated/refrigerated van trailer chassis and modified to satisfy the following performance parameters, derived from the PTT2 System Requirements Document (SRD-04776):
3.1 Physical Envelope & Road Interfaces
Dimensional Constraints: The trailer shall not exceed in length, in width, and in height.
PSRE Container envelope: Height 61”, Diameter 72” Weight & Axle Limits: Gross Vehicle Weight (GVW) when fully loaded with three (3) PSRE containers (at each) and towed by a three-axle semi-tractor shall not exceed . Tandem axle loads shall not exceed on the fore axle and on the aft axle.
Towing Interfaces: The trailer shall feature a standard kingpin assembly conforming to SAE J700 and compatible with a standard fifth-wheel tractor height.
Pneumatic & Electrical Connectors: Standard SAE J318 glad hands for air brakes and a standard SAE J560 7-pin electrical connector () shall be provided on the nose of the trailer.
Running Gear: Air-ride suspension system (complying with 49 CFR § 393.207), disc wheels, radial tires, and an axle-mounted hubometer (registering up to with accuracy per ) are required. An under-frame spare tire carrier with a lockable wheel/tire assembly shall be provided.
3.2 Cargo Stowage & Side Loading Access
Multi-Cargo Configurations: The trailer floor and tie-down system shall support safe transit for:
Empty configuration (with loose gear stowed).
One (1) PSRE container in any bay.
Two (2) PSRE containers in any configuration.
Three (3) PSRE containers fully loaded.
Integrated Floor Tie-Downs: The trailer floor shall incorporate flush-mounted track tie-down hardware to secure up to three (3) PSRE Shipping Containers (P/N 30400-204-511). The structural tie-down anchor points must withstand a load factor of times the container weight ( per container location) in the forward and aft directions. Fork slots on containers are a possible tie down point.
Floor Construction: The floor surface must be of "non-skid" construction, withstanding high-wheel load stresses from mobile loading equipment without permanent mechanical deflection.
Rear Cargo Doors: Used for access after trailer is loaded.
Side Cargo Doors: To facilitate rapid loading and unloading via external forklift or mobile lifting devices, the trailer shall feature six (6) sets of side-opening doors (three sets on the roadside, three sets on the curbside).
Dimensions: Each side door opening must accommodate the PSRE shipping container dimensions plus an additional clearance margin of horizontally and vertically.
Securing: Side doors must be equipped with mechanical hold-backs to secure them firmly in the 100% open position during loading.
3.3 Environmental Control Unit (ECU)
Temperature Envelope: The trailer shall be outfitted with a commercially available, nose-mounted, diesel-powered ECU utilizing EPA-approved refrigerant. The system must maintain an internal cargo temperature between and across an extreme ambient operating range of to (and survive non-operating environments of to ).
Air Distribution: An internal duct or distribution system shall ensure uniform cargo compartment temperature with a maximum gradient of throughout the trailer.
Fuel Autonomy: The ECU shall draw from an integrated, DOT-compliant diesel fuel tank with a minimum capacity of or of continuous high-load cooling, whichever is greater.
Tractor Cabin Monitor: A wireless or hardwired remote temperature monitoring display must be provided for installation in the tractor cab to allow real-time cargo space monitoring.
3.4 Cargo Safety, Hazmat, & Materials Compatibility
Chemical Compatibility: Because the PSRE cargo contains liquid hydrazine propellants, the trailer's interior surfaces (liner panels, floor surfaces, door seals, and insulation) must be fabricated from materials chemically compatible with Monomethylhydrazine (MMH) and Nitrogen Tetroxide (NTO) to prevent corrosion, degradation, or combustion in the event of an accidental vapor leak.
Atmosphere Sampling "Sniff" Ports: The trailer shall incorporate a minimum of two (2) integrated atmosphere sampling ports (sniff ports). These ports must be:
Accessible from the trailer's exterior.
Positioned to allow safe gas sampling of the closed cargo compartment before personnel enter or open doors.
Located and designed so they can be accessed and operated even if the trailer is involved in a rollover accident (e.g., positioned on both roadside/curbside or under-carriage areas).
Explosive Placards & Brackets: Pinned, reversible explosive placard brackets conforming to 49 CFR Part 172 shall be permanently mounted on all four (4) exterior sides of the trailer.
Interior Grounding & ESD: The trailer must be equipped with:
An electrostatic discharge (ESD) protection system in accordance with ANSI/ESD S20.20.
Extendable/retractable grounding straps to electrically bond each PSRE shipping container directly to the trailer's steel frame chassis (maximum DC impedance of per faying surface).
An exterior, retractable roadside grounding reel/cable ( maximum resistance at ) to ground the entire trailer body to military pad grounding points.
4.0 GOVERNMENT-LED TESTING & CONTRACTOR SUPPORT
The Government will lead the testing, verification, and qualification program for the PTT2 design. The Contractor shall support these efforts as follows:
Technical Data Submittal: The Contractor shall deliver commercial CAD models, structural calculations, trailer wiring schematics, and ECU performance certifications to support Government-led Finite Element Analysis (FEA), weight/balance modeling, and bridge formula compliance.
First Article Delivery: The Contractor shall deliver one (1) fully modified COTS trailer to a designated Government test facility (e.g., Hill AFB, UT or Aberdeen Proving Ground, MD) for qualification testing.
Test Monitoring Support: The Contractor shall provide on-site technical support and consultation during Government-conducted test events, which will include:
Climatic Chamber Testing: Thermal soak testing at extreme high temperature () and low temperature (), followed by ECU startup.
Road/Dynamic Course Testing: Towing trials over a standard 1-inch square-edged bump course and a 4-inch deep chuckhole course (witnessed for fluid leaks, component loosening, or structural issues).
EMI/EMC Testing: Testing the trailer's commercial electronics and wiring under MIL-STD-461 radiated emissions limits.
