About this file

This file is a Questions and Answers (Q&A) document that provides clarifications on the Performance Work Statement (PWS) for the COTS Trailer/Modification Propulsion System Rocket Engine Transport Trailer (PTT2) RFI, dated September 22, 2026.

The Q&A addresses eight primary inquiries from potential bidders regarding technical specifications and regulatory compliance. Key clarifications include: the PSRE shipping container specifications (cylindrical, 70.86-inch diameter, 61.82-inch height, approximately 2,500 lbs loaded weight); confirmation that container modification is out of scope and that side doors are not absolute requirements but vibration protection to 3G level is mandatory; guidance that the Government will not distribute engineering drawings during the RFI phase; confirmation that Department of Transportation, Department of War, and AFMAN 91-201 explosive/propellant transport compliance is required in addition to CFR Title 49; acknowledgment that the project involves Controlled Unclassified Information (CUI) and that the Government is evaluating CMMC-2 compliance tailoring; security requirements specifying no access to loaded trailers until destination with 2-man continuous crew escort; and confirmation that data sheets for hazardous materials (Monomethylhydrazine and Nitrogen Tetroxide) would be provided. The document includes Safety Data Sheets (SDS) for both Nitrogen Tetroxide (from Linde Gas LLC) and Methylhydrazine (from Sigma-Aldrich), detailing health hazards, fire and explosion data, handling precautions, and first aid treatment protocols for these highly toxic and corrosive propellant chemicals.

22 Sept 2026 V1 COTS Trailer/Modification Propulsion System Rocket Engine Transport Trailer (PTT2)

RFI Q&A:

1. Q: PSRE Container Envelope: what is the length of each Container? (Ref PWS 3.1) A: It is cylindrical, so the diameter listed is what should be used. The diameter is 70.86” and the height is 61.82.

2. Q: Integrated floor Tie-downs: PSRE Container load anchorage: is there the opportunity to modify the containers to accept standard ISO container attachment points? (Ref PWS 3.2) A: We are open to suggestions but modifying the container is currently out of the scope for this project.

3. Q: Is it possible to get a copy of a basic drawing of the containers? (Ref PWS 3.2) A: The Government will not be distributing actual engineering drawings of the PSRE shipping containers during this RFI market research phase. For the purposes of evaluating trailer floor-space, door clearance, and tie-down feasibility, vendors should utilize the unclassified envelope dimensions provided: the container is a cylinder with a maximum outer diameter of 70.86 inches, a height of 61.82 inches, and a loaded weight of approximately 2,500 lbs.

4. Q: Side Door requirements: Are side doors an absolute requirement; there are other COTS options for quick side loading and unloading? (Ref PWS 3.2) A: Side doors are not required for commercial transport. However, the assets need to be tied down and protect the container from vibration to a level of 3G. Side loading provides the ease of loading while staying connected to bldg. ground system until transferred to trailer grounding system.

5. Q: Chemical Compatibility: Monomethyl hydrazine (MMH) and Nitrogen Tetroxide (NTO), are data sheets available for these chemicals, or should we pull information from the web? (Ref PWS 3.4)

A: See attached data sheets

6. Q: Are there any security requirements for access to the finished and loaded trailer(s)? (Ref PWS 3.4) A: Yes, once loaded and locked no access will be granted to the load until at destination for the ammo in process. 2-man crew is used to ensure asset is attended and route is continuous.

7. Q: Does the COTS trailer solution need to be complaint with DoT, DoW, and AFMAN 91 201 explosive/propellant transport rules?

A: Yes, the trailer will need to be compliant with those regulations in addition to the CFR Title 49.

8. Q: Will this project have requirements for using CUI data? Most COTS trailer suppliers are not CMMC-2 self-assessment compliant.

A: Yes, this project will have CUI data. We are currently looking into tailoring our drawings to a basic level to remove CMMC requirements. More to come.

Vapors are a strong irritant to the pulmonary tract. Contact with liquid causes a severe corrosive action on the skin or eyes. Initial symptoms of inhalation may be moderate and include irritation of the eyes and throat, tightness of the chest, headache, nausea and gradual loss of strength. Severe symptoms may be delayed (possibly for 5 to 7 hours) and include cyanosis, increased difficulty in breathing, irregular respiration, lassitude and possible eventual death due to pulmonary edema in untreated cases.

The vapor is highly toxic and hazardous because of its ability to cause delayed chemical pneumonitis and pulmonary edema. Chronic or repeated exposure may cause permanent decrements in pulmonary function (silo filler’s disease).

The absence of marked acute irritation of nitrogen dioxide limits its warning properties. Contact with the liquid causes a corrosive or chemical etching action on the skin or eyes.

Neither nitrogen dioxide or nitrogen tetroxide are listed in the IARC, NTP or by OSHA as a carcinogen or potential carcinogen

(Continued on Page 4)

PROMPT MEDICAL ATTENTION IS MANDATORY IN ALL CASES OF OVEREXPOSURE TO NITROGEN DIOXIDE.

RESCUE PERSONNEL SHOULD BE EQUIPPED WITH SELF-CONTAINED BREATHING APPARATUS AND WEAR

PROTECTIVE CLOTHING AND BOOTS IF THE LIQUID HAS SPILLED OR IS BEING DISCHARGED.

Inhalation: Conscious persons should be carried (not assisted) to an uncontaminated area and breathe fresh air supplemented with oxygen. Keep the patient warm, quiet and under competent medical observation until the danger of delayed pulmonary edema has passed (at least 72 hours). Any physical exertion during this period should be discouraged as it may increase the severity of the pulmonary edema or chemical pneumonitis. Bed rest is indicated.

Unconscious persons should be moved to an uncontaminated area, Linde Gas LLC P.O. Box 94737 Cleveland, Ohio 44101 www.us.lindegas.com
