About this file

This is a Request for Information (RFI) issued by the Oregon State Legislature's Legislative Administration Information Services division seeking a comprehensive Reservation and Crowd Management Solution for the Oregon State Capitol. The Legislature currently manages tours and room reservations through two separate, unlinked applications and lacks a dedicated crowd management system. The proposed solution must integrate room reservation management, tours management, and crowd management functionality, with specific requirements including event management systems with location mapping and availability checking, online booking and payment processing, tour request management with multiple tour types, visitor registration and check-in capabilities, real-time tour group tracking for security purposes, and integration with existing systems such as Active Directory authentication, Exchange Online, access control systems, and GIS tools. The RFI was posted on March 11, 2024, with a deadline for questions on March 25, 2024, question responses due April 1, 2024, and responses due April 11, 2024. The contact person is Brenda Alfano, Contracts Specialist, at the Oregon State Legislature in Salem.

The RFI requests detailed information about proposed solutions, including pricing estimates with various licensing scenario options, and customer references from current users. The Legislature is willing to consider either a single integrated application or a suite of interoperable systems that collectively meet all 110 specified requirements. Key technical requirements include US-based customer support, annual maintenance and technical support, quarterly or more frequent security patching, integration capabilities with multiple platforms, secure protocols (HTTPS, LDAP secure), and compliance with current Microsoft server operating systems. The Legislature currently processes approximately 200,000 annual visitors to the State Capitol and requires the solution to accommodate tours, room reservations, event management, and security-related crowd management functions without escalating their current PCI/DSS compliance level beyond Category C.
