About this file
This is a Request for Information (RFI) from the Department of Veterans Affairs (VA) seeking industry feedback on a planned cloud-based Enterprise Resource Planning (ERP) solution acquisition. The VA's Office of Information and Technology is soliciting substantive technical input to inform the development of a future solicitation for a comprehensive enterprise service management platform. The requirement encompasses IT Service Management (ITSM), IT Asset Management (ITAM), IT Operations Management (ITOM), IT Business Management (ITBM), and related service domains to support 600,000+ users in a multi-instance architecture within a FedRAMP High environment. The VA seeks a single Enterprise System Integrator to serve as prime contractor and assume full accountability for platform delivery, migration, sustained operations, performance, reliability, scalability, and continuous improvement. The NAICS code is 541519, and the RFI references a previous related RFI (36C10B26Q0585).
Respondents must submit substantive, specific feedback—not marketing materials or generic capability statements—organized by section, with an initial paragraph containing company information, socioeconomic data, Unique Entity ID, contractor status, and intent to meet VAAR 852.219-73 Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside requirements limiting non-SDVOSB payments to 50 percent. Additional requirements include a capability statement (maximum 12 pages) addressing relevant enterprise platform experience at federal scale, prime system integrator experience, OEM relationships, FedRAMP High certification status, identification of suitable existing contract vehicles (GWACs, GSA MAS), detailed feedback on draft Performance Work Statement and Service Level Agreement requirements regarding feasibility and cost drivers, licensing model recommendations with transparency and optimization strategies, and a Rough Order of Magnitude pricing estimate broken by base and option periods using the provided template. Responses are due by 3:00 PM EST on July 13, 2026, submitted via email to the specified VA contacts with "ERP SI" in the subject line. This RFI obligates no funds and entitles respondents to no payment for response costs; responses will be treated as planning information only.

Please reference previous RFI 36C10B26Q0585.
2. Background:
The VA, Office of Information and Technology (OIT), Infrastructure Operations (IO) Enterprise Service Management (ESM) requires the acquisition of cloud-based ERP solution delivered via a multi-instance Platform-as-a-Service (PaaS) and Software-as-a-Service (SaaS) subscription model. The Government requires a fully integrated enterprise operating model in which the Contractor served as Enterprise System Integrator, is accountable for the service delivery, performance, reliability, maintainability, scalability, supportability, and continuous improvement of the enterprise platform and associated enterprise services.
VA seeks a next-generation solution with capabilities spanning ITSM, IT Asset Management (ITAM), IT Operations Management (ITOM), IT Business Management (ITBM), and other service domains, delivered by a single enterprise System Integrator accountable for the platform and all associated services.
VA is releasing draft Performance Work Statement (PWS) and Service Level Agreement (SLA) with this RFI to solicit industry feedback on the technical requirements, performance standards, and contract structure. Also attached is information regarding current usage metrics and subscription data. Respondents are strongly encouraged to review and comment on those documents as part of their response.
3. Submittal Information:
Respondents are asked to provide information addressing each of the following areas. VA is seeking substantive, specific feedback not marketing materials. Responses should be organized by section number as listed below. NO MARKETING MATERIALS ARE ALLOWED AS PART OF THIS RFI. Generic capability statements will not be accepted or reviewed.
