About this file

This is a Request for Information/Sources Sought Notice (RFI/SSN) issued by the U.S. Department of Labor for market research purposes regarding building operations and maintenance services at the Frances Perkins Building (FPB) in Washington, DC. The FPB is DOL's national headquarters, comprising 1,851,000 square feet situated on 15.4 acres with seven floors, approximately 1.1 million square feet of office space, and amenities including a cafeteria, child-care center, postal service office, and four garages. The Government seeks a contractor to provide all labor, supervision, transportation, equipment, safety, supplies, and materials necessary for O&M services under NAICS code 561210 (Facilities Maintenance and Repair). Responses are due by March 13, 2026, at 4:00 PM EST and should not exceed 10 pages in PDF format, submitted to Helen A. Williams and Jeremy Keator at DOL.

Respondents must provide company information including business size and socioeconomic status, relevant NAICS codes, GSA contract numbers, and details on available labor categories. The RFI requests relevant experience with similar-sized facilities, occupied federal buildings, and completed projects within the last 3-5 years. Specific questions address whether the draft PWS aligns with industry norms, identifies any missing information or conflicting requirements, and requests a rough order of magnitude for annual base contract costs and total contract value for a base plus four option years. This RFI does not constitute a solicitation or obligation but serves to inform the Government's acquisition strategy and refine requirements prior to formal contracting.
