About this file
This Performance Work Statement (PWS) outlines Microsoft 365 support requirements for the National Park Service (NPS), specifically for the National Information Services Center (NISC) Division. The PWS describes two main tasks: Information Resources and Commercial Services. Task 1 requires support for Power Platform development, SharePoint management, Microsoft 365 integration, AppDev (.NET) development, and enterprise licensing administration. Historical staffing includes three AppDev developers, one enterprise licensing specialist, one part-time Power Platform developer, business analyst, solutions architect, project manager, and SharePoint developer/administrator.
Task 2 focuses on the NPS Commercial Services Program (CSP), which oversees visitor services through concession contracts, commercial use authorizations (CUAs), and leases. The task requires ongoing support for Microsoft Power Platform applications that manage approximately 6,000 CUAs, 125 leases, and 500 concession contracts. The system integrates with Pay.gov and Login.gov, utilizing Power Pages, Model-Driven-App, Dataverse, SharePoint, and Power BI. Historical staffing includes a part-time project manager and part-time mid-level developer for operations and maintenance. Both tasks are classified as labor-hour tasks.

Performance Work Statement (PWS) for Microsoft 365 Support National Park Service
Background The National Information Services Center (NISC) Division within the Information Resources Management Directorate (IRMD) handles the development and operation of enterprise systems for the National Park Service (NPS).
NISC consists of four branches that are responsible for working with customers to deliver the NPS mission through Information Technology (IT).
· Business and Customer Relationship Management (BCRM):
BCRM works with customers, and across NISC branches, to find optimal solutions for customer’s business needs.
· Enterprise Development Services (EDS):
EDS does the technical development work on systems and tools used throughout NPS.
· Enterprise Operations and Administration (EOA):
EOA provides technical oversight and governance support for bureau-wide technology platforms.
· Information Systems Services (ISS):
ISS provides strategic, management, compliance, and operational expertise for the enterprise-wide geospatial and library programs and serves as the security system owner for several NISC applications.
To optimize costs and enhance IT capabilities, the NPS has strategically leveraged the Department of the Interior's investment in the Microsoft platform. This investment enables the development and operation of numerous online applications within the Power Platform, supports the utilization of Microsoft collaboration tools like SharePoint and Teams, and facilitates custom development using the .NET framework.
Task 1 – Information Resources The National Information Services Center (NISC) is a crucial component of the National Park Service's (NPS) digital infrastructure. Leveraging Microsoft 365, the NISC develops and maintains a diverse suite of applications and websites to optimize operational efficiency and enhance visitor experiences.
NISC's responsibilities encompass:
· Power Platform development and support: Tailored solutions for specific business needs. The Power Platform currently includes Power BI, Power Apps, Power Automate, Power Pages, and Copilot Studio).
· Comprehensive SharePoint Support: Managing and maintaining SharePoint environments.
· Microsoft 365 Integration: Collaborating with the Department of the Interior to ensure seamless integration and optimal utilization of the Microsoft environment.
· AppDev (.NET) development and support: The NPS employs a robust AppDev framework, adhering to industry-standard design patterns, to streamline application development. This framework facilitates the rapid delivery of applications, as demonstrated by current projects such as NPMap Web Mapping Suite, RAPIDS, and OPHIS. Support of these critical applications and future initiatives includes work in .NET, Angular, React, and JavaScript.
· Enterprise Licensing and Administration: managing software licenses across the organization, ensuring compliance with vendor agreements, optimizing software usage, and tracking licenses to prevent overspending or underutilization.
The NPS employs an agile methodology, prioritizing new features and projects based on business needs. These initiatives are assigned by a dedicated project task manager.
Historically, the NPS has utilized:
· Three full time AppDev developers (two senior-level and one mid-level).
· One full-time enterprise licensing and administration specialist.
· One part-time mid-level developer for Power Platform operations and maintenance.
· A part-time business analyst.
· A part-time solutions architect to oversee design.
· One full time project manager to oversee overall operations.
· One primary Power Platform developer, with additional developers as needed.
· One part-time SharePoint developer/administrator.
Furthermore, all projects were expected to incorporate part-time design and usability services.
This task is classified as a labor-hour task.
Task 2 – Commercial Services The National Park Service (NPS) Commercial Services Program (CSP) is responsible for the oversight of commercial visitor services in the national parks authorized by concession contracts, commercial use authorizations (CUAs), and leases. A wide range of activities and services are provided through these instruments.
· Commercial use authorizations (CUAs): Are granted to permit commercial activities providing visitor services for up to two-year terms. The NPS has approximately 6000 CUAs. CUAs may only be issued to authorize services that:
· Are determined to be an appropriate use of the park;
· Will have minimal impact on park resources and values; and
· Are consistent with the purpose for which the unit was established, as well as all applicable management plans, park policies, and regulations.
· Leases: Can be issued for NPS structures, and historic lands, that are not subject to authorization through a concession contract, commercial use authorization, or other similar instrument. The NPS has approximately 125 leases. Leased property must be used for an activity and in a manner that is consistent with the purposes established by law for the park. For example, a NPS property, such as a restaurant that is more frequently visited by non-park visitors, can be leased to a third party. Leases are issued for rental rates that are at least equal to the fair market value of the leased property. Leases can be issued for up to 60 years in order to provide a viable leasing opportunity in light of investment requirements and other relevant factors.
· Concessions Contracts: A concessions operation is a way of providing commercial visitor services such as food, lodging, and retail through a third party (concessioner) within National Park System units. The NPS has approximately 500 concession contracts. These services, provided using concession contracts, are both necessary and appropriate for visitor use and enjoyment of the park area. Concession contracts are generally valid for 10 years or less but can extend for as many as 20 years. Concession contracts specify the range of facilities accommodation, and services types the concessioner agrees to offer. The rates the concessioner can charge for these services are approved by the National Park Service and must be comparable to those under similar conditions outside the park.
The National Park Service (NPS) leverages Microsoft Power Platform to provide applications for Commercial Use Authorizations (CUAs), concession contracts, and leases.
For CUAs:
· A solution was built primarily with Power Pages, Model-Driven-App, and the Dataverse.
· The solution integrates with Pay.gov for secure payments and Login.gov for user authentication.
For Concessions and Leases:
· SharePoint acts as a central document repository.
· Power BI and a Canvas App provides insightful data visualizations and streamline specific workflows.
Ongoing Support:
The NPS requires ongoing support for these applications, including:
· User Support: Addressing user inquiries and resolving technical issues.
· Maintenance: Implementing necessary updates and changes to ensure optimal performance.
· Development: Utilizing an agile methodology, new features are developed based on product owner priorities.
Resource Allocation:
Historically, the NPS has allocated resources for O&M, including a part-time project manager and a part-time mid-level developer. While the current focus is on O&M, there may be a need for additional development resources to create new modules aligned with product owner priorities. All projects are expected to incorporate part-time design and usability services.
This task is classified as a labor-hour task.
