REQUEST FOR INFORMATION

Commercial GEOINT Access Portal

1.0 DESCRIPTION & PURPOSE

1.1 The National Geospatial-Intelligence Agency (NGA), in support of the NGA Source

Office, is seeking information on a contract requirement to provide the products and services that decision makers, military service members, and first responders need, when they need it most.

As a member of the Intelligence Community (IC) and the Department of Defense (DoD), NGA is committed to acquiring data and services that will enable mission success.

Geospatial intelligence, or GEOINT1, is the exploitation and analysis of imagery and geospatial information to describe, assess and visually depict physical features and geographically referenced activities on the Earth. GEOINT consists of imagery, imagery intelligence, and geospatial data.

1.2 The purpose for this request for information (RFI) is to conduct market research on current Industry capabilities and technologies that would meet NGA’s requirements and to initiate a dialog with Industry to discuss technical ideas and approaches to shape the overall technical approach to provide a web-based commercial imagery (CI) and product discovery, visualization, exploitation, and delivery solution. This RFI is meant to achieve these goals as identified in Attachment 1 DRAFT_CGAP_Requirements_Document_04.06.2023:

• Collect feedback to understand industry partner capabilities against the performance requirements;

• Collect feedback on how industry partners are positioned to address DoD, IC, and

Federal/Civilian commercial imagery needs in the unclassified and classified working environments on the WWW (Internet), SIPRNet, and JWICS domains;

• Collect information on the latest commercial platform visualization tools and capabilities available in the current marketplace;

• Determine architecture (to include use of cloud storage) of any proposed contractor owned and operated service solution to ensure end-user access to both online (i.e., ‘hosted’) and offline (i.e., ‘archived’) imagery.

1.3 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Further, NGA is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay

1 GEOINT definition per Title 10 U.S. Code §467.

for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued.

2.0 BACKGROUND: The NGA is exploring the institution of a Commercial GEOINT

Access Portal (CGAP) program, providing the essential functions of the existing Global Enhanced GEOINT Delivery (G-EGD) platform. The program will deliver a contractor owned, contractor operated CGAP solution, providing worldwide access to orthorectified Commercial Imagery (CI) that is timely, accurate, medium/high resolution (Ground Sample Distance <0.5m), and shareable. In addition, CGAP shall host and expose 3rd party delivered data as Government Furnished Information (GFI); for example, to include, but not limited to Synthetic Aperture

Radar (SAR), hyperspectral imagery (HSI), radio frequency (RF) sensing and video. The proposed solution features a contractor owned and operated web-based CI service, which includes product discovery, visualization, exploitation, and delivery capabilities. CGAP users include the DoD, IC, Federal/Civilian agencies, international partners, and state and local governments.

The CGAP mission objectives include making imagery available for situational awareness and rapid response to natural disasters; providing CI as GFI to all authorized users of USG licensed data for GEOINT missions (to include production of Foundation GEOINT); fulfilling image sharing agreements; enabling user access through other Federal agency imagery browser services; and enabling imagery interpretation and exploitation capabilities. Intuitive browser-based tools compatible with Open Geospatial Consortium (OGC) compliant applications (to include but not limited to: ArcGIS, Google Earth, and MapEdit), will allow users to search for imagery, view the content (including in 3D), manage downloads, and export and save data in multiple formats.

The CGAP program is intended to enable users to discover, visualize, exploit, and receive medium/high-resolution CI and products on multiple networks to support various government missions. The capability will be accessible to authorized and registered users as a browser-based web application and via direct system interfaces, desktop GIS applications, and mobile/handheld devices through the use of web services. Interoperability will be enabled by compliance with OGC standards. Connectivity and services will be provided over secure connections using accredited systems on the classified networks and industry security best practices on the internet.

Sensitive imagery will be limited to the classified networks.

2.1 Operational View-1 (OV-1):

An OV-1 provides a high-level graphical depiction of the operational concept and the users and operations involved to aid human communication. The CGAP Solution OV-1 shown below depicts the collection and processing of imagery from Commercial Data Providers (CDPs) in a seamless flow to ensure CI, products, and services will be available to NGA and its mission partners in a timely manner. CGAP contractors shall provide imagery and production services for orthorectified and orthomosaiced products and the capabilities to manage content stored both offline and hosted online via a web service. A key characteristic of CI is that it is unclassified and shareable among users, including the IC, DoD, Federal/Civilian agencies, International

Partners, and state and local governments. The CGAP online functionality includes discovery, delivery, imagery exploitation, image chipping, automated detection processing, streaming, and searching for and requesting imagery stored offline. The CI and products will be available on multiple networks, including the WWW, SIPRNet, and JWICS.
